LHC frameworks have helped more than 700 contracting authorities throughout mainland UK, including SPA partners in SCOTLAND and WPA partners in WALES. We monitor up to 500 active call-off projects at any one time, staying close to our clients – buyers and suppliers – to ensure current projects are delivered on time and budget, and future frameworks will suit their needs. This opportunity is no different, and follows substantive research with current and potential clients throughout mainland UK. (See VI.3 Additional Information for more information about our clients).
FS1-C will focus on the provision of BAFE 205 or equivalent certified consultancies who, from within their practice, are able to provide the services usually associated with a fire engineer, fire safety manager and or fire risk assessor.
To ensure the framework is open to both national suppliers and local SME’s we have divided the opportunity by region, skill and property type.
In addition, there will be 3 super lots comprising of companies awarded to the English, Scottish and Welsh lots.
In total there will be 60 lots.
Regions:
ENGLAND — North England, East Midlands, West Midlands, East England, Home Counties Northeast Home Counties Northwest, Home Counties Southwest, Home Counties South-East, London, South West England.
SCOTLAND — Highlands and Islands, North East Scotland, Eastern Scotland, Central West Scotland, Southern Scotland.
WALES — North WALES, Mid WALES, South West WALES, South WALES.
Workstreams:
Fire engineers and safety managers (fire engineers to advise on all fire safety aspects of client portfolios including but not limited to buildings/environments which are proposed, under construction, existing, under refurbishment, regeneration or being demolished; and fire safety managers to assist in the management of those portfolios based upon the principles of PAS 7 2013 Fire Risk Management System. The implementation and management of the fire risk management system shall be of sufficient standard to enable clients to achieve independent third party certification).
Fire risk assessors (to assess simple and complex, residential and commercial buildings/environments in accordance with the principles and methodology of PAS 79:2012 Fire Risk Assessment. Guidance and a recommended methodology. Bidders must be able to offer online visibility and control, to include an online database that clients can access and assist in the management of their fire risk assessments. FRAs further divided into Domestic (predominately purpose built flats) and Non-domestic (predominantly public access).
LHC, SPA and WPA clients have diverse property portfolios and the types of properties typically managed are:
Domestic:
— single occupier and multiple occupier dwellings,
— houses and flats,
— common areas of residential blocks,
— low, medium and high-rise,
— residential homes including those with vulnerable persons,
— common areas, other areas such as garages and loft spaces.
Non-domestic:
— managed residential blocks,
— care homes and sheltered accommodation,

LHC considers that this framework may be suitable for economic operators that are small or medium enterprises (SMEs). However, the selection is based solely on the criteria set out in the ITT documentation and information and evidence submitted, and the framework will be concluded on the basis of the most economically advantageous tender.

Before publishing this tender LHC has undertaken significant research across its client base of both buyers and suppliers throughout the UK, through workshops, surveys and face to face discussions, in order to establish the appetite for and potential scale of the framework. The collective feedback of those buyers and suppliers informs both the specification and values set. Nevertheless whilst the value quoted II 1.4 are the envisaged number of operators, and in this section, the values include “headroom” for call-off by those contracting authorities, the actual value will depend on the type and number of projects called off by these contracting authorities. III.2.2)Economic and financial ability

Minimum level(s) of standards possibly required: LHC uses the following ratios to evaluate each tenderer’s financial status:
Turnover: this is calculated as twice the typical value for projects called off this framework. If a company’s turnover in each of the last 2 years exceeds 400 000 GBP then it passes. Failure to meet the minimum turnover amount will exclude the tenderer to further evaluation. For new start-ups, demonstrate financial status (e.g. forecast of turnover for the current year and a statement of funding provided by the owners and/or the bank, charity accruals accounts or an alternative means of demonstrating financial status). LHC shall consider the information and may accept the company with or without financial restrictions.
Profitability: this is calculated as profit after tax but before dividends and minority interests.
Liquidity: this is calculated as current assets and work in progress, divided by current liabilities.
If a company passes both Profitability and Liquidity, the company meets the framework requirement.
If you fail either Profitability or Liquidity LHC shall require additional financial information from tenderers, and take this into consideration in the financial assessment process and also obtain independent assessments on the financial information provided by the tenderer, or where applicable the parent/holding company, and take this into consideration in the financial assessment, LHC shall consider the information and may accept the company with or without financial restrictions. Failure to meet both Profitability and Liquidity criteria will exclude the tenderer to further evaluation.

VI.3)Additional information

LHC is a joint committee of local authorities acting as a central purchasing body on behalf of contracting authorities throughout ENGLAND, SCOTLAND (including partners of the Scottish Procurement Alliance) and WALES (including partners of the Welsh Procurement Alliance) with whom and for whom this framework has been developed.
LHC frameworks have been used by more than 700 contracting authorities, for whom we continue to monitor up to 500 live projects at any one time. Thanks to their ongoing and collective input and feedback, and given the reach and scale of their collective’ portfolios, the framework is both designed and anticipated to support the vast majority of requirements. Consequently, other contracting authorities that were not specifically consulted in the development of this framework may nevertheless also deem the framework to offer a value for money procurement solution for their own requirements, and may also use the framework.
As of the date of publication of this notice our frameworks may be used by all contracting authorities as defined by the Public Contracts Regulations 2015 and the Public Contracts Regulations (Scotland) 2015 and as listed on www.lhc.gov.uk/24www.scottishprocurement.scot/24 and www.welshprocurement.cymru/24 and at present include Registered Social Landlords (RSL’s), Tenant Management Organisations (TMOs) and Arm’s Length Management Organisations (ALMOs), local authorities and any subsidiaries and joint-venture vehicles of those local authorities, health authorities, councils, boards and trusts, publicly funded schools, universities and further education establishments, colleges, police forces, fire and rescue services or registered charities.
