Administrative healthcare services. Health services. FCHO are seeking to procure an Occupational Health Service for the organisation and its colleagues. The service is accountable to the HR Manager. The Contractor will undertake health examinations and provide reports on fitness to work and other related health matters to the employer, organise routine health surveillance for relevant staff such as Hand Arm Vibration Screening and routine checks in relation to asbestos.
The purpose of the service for FCHO is to:
— promote and support the physical and mental wellbeing of colleagues,
— carry out routine occupational health assessments on request of the HR service, including new starter health assessment,
— carry out routine health screening as appropriate to different posts and work types,
— deliver health promotion initiatives in conjunction with FCHO including individual health “MOTs” and well being at work campaigns and initiatives,
— to carry out assessments for ill health retirement within the Local Government Pensions Scheme.
Model of Service Delivery required by FCHO.
— all assessments to place on FCHO premises,
— FCHO will provide an occupational health office (that is shared with other health providers such as counselling providers),
— Routine Occupational Health Assessment – 1 day per week nurse led occupational health sessions and the equivalent of 3 days per month (36 days per year) occupational health physician time to be utilised as necessary on site in minimum blocks of half days by arrangement,
— Health Campaigns – approximately 30 minutes per employee per year of nurse time, circa 230 hours,
— Health Screening and assessment such as HAVS (Hand Arm Vibration Screening) – as required for the workforce. FCHO is looking for proposals in this area,
— all appointing and administration beyond initial referral from FCHO to be carried out by the contractor,
— all reports to be submitted to FCHO in electronic format,
— FCHO to be able to seek reports from GPs independently of the contractor if appropriate,
— FCHO to maintain own list of physiotherapists or counsellors for use as appropriate,
— FCHO expressly does not wish to use a triage system of appointing where the contractor determines whether nurse or physician report is appropriate. FCHO is to retain control of this determination,
— FCHO to retain control of re-appointing and repeat visits. Where reappointment is made at the request of the occupational health physician or nurse there is to be no requirement for a referral to be submitted by FCHO.
The contract will be in place for 3 years with an option to extend for a further 2 years.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender. Requests to participate from interested economic operators must be by way of obtaining and responding to the pre-qualification questionniare (by following the instructions set out below) and submitting a response through the contact point set in Annex A III. The contracting entity intends to run the procurement process hereby initiated through an e-tendering system (known as The Chest). Once registered, interested economic operators will be emailed a log in and password which will allow them to gain access to the pre-qualification questionniare once an expression of interest has been expressed.
