We are seeking to appoint a supplier(s) for the provision of a Higher Education programme in Flood and Coastal Engineering. We have validated the routes required to meet the Eng Tech status of IENG, CENG and MENG which can be achieved through completion of the following qualifications; Foundation Degree (FdSc) Bachelors Degree (BSc) and Masters Degree (MSc).
This requirement supports our duties under the Flood and Water Management Act 2010. Delivering this is in practice means the Environment Agency needs to support the development of our own staff and that of other risk management authorities such as Lead Local Flood Authorities (LLFA’s).
The requirement to secure a pipeline of future ‘business ready’ flood and coastal Engineers and develop our existing staff.
The current contract for provision of a Foundation Degree (FdSc) Bachelors Degree (BSc) and Graduate Diploma in River and Coastal Engineering has been delivered by the University of the West of England (UWE) since 2004. UWE have been the successful bidder of the programme each time this has been tendered. The current contract will expire in July 2018. The new programme of courses needs to be developed and ready for delivery in September 2017 to provide pipeline continuity.

This requirement is being procured using the OJEU Open Procedure, if you are not familiar with this process you may wish to read through this procedure to ensure you are aware of each stage on the requirements of both parties.
This contract will be let for a total of 5.5 years with option to extend for a further 2 years subject to business requirement; success of the programme, value for money and funding approval.
The total contract length possible is therefore 7.5 years.
We have adopted this length of contract in recognition of the time and activities required by the successful provider(s) to ensure the product is ready for delivery from September 2017 and cohort one for each programme has been recruited. The total 6 years of delivery of this contract will allow us to see completion of 5 cohorts.
The contract will commence on the 9.5.2016 and should the extension be taken run through to a date no later than September 2023 or on agreement by completion of the 5th cohorts.
This tender is divided into 2 lots:
Lot A — FdSc & BSc
Lot B — MSc
You may bid for either or both lots. We will appoint the most economically advantageous supplier (s).
