The FSA wishes to carry out a monitoring programme in the context of official controls in certain approved meat establishments. The aim of this project is to undertake microbiological analysis of samples taken by FSA against the criteria in Regulation (EC) 2073/2005 and additionally for presumptive Shiga toxin producing E. coli (STEC) and Campylobacter in certain samples. The results of the monitoring will be used by FSA to inform risk assessment and risk management in approved meat establishments. The establishments where FSA will undertake sampling are those that produce a combined volume of less than 2 tonnes of minced meat and meat preparations a week and which are under Agency control as opposed to Local Authority control because they are located within approved slaughterhouses, cutting plants or game handling establishments. Proposals are invited to carry out a programme of testing of samples of minced meat for microbiological contamination. One sample of minced meat will be taken by FSA staff each quarter from 82 plants over a 12 month period and sent to the appointed laboratory for testing. It is expected that this will require 328 samples in total to be tested. Samples of minced meat from different animal species will be taken on each sampling occasion between Monday and Thursday so that all samples arrive for testing no later than Friday. Although samples are mostly expected to be of minced meat, some samples from some of the plants where samples will be taken may be in the form of meat products made from minced meat Samples should be tested for the presence of Salmonella sp., the number of generic e.coli. and Aerobic colony count using the reference methods detailed in Regulation (EC) 2073/2005. In addition tests for Shiga toxin producing E. coli (STEC) O157, O26, O11, O103, O145 and O104 using CEN ISO 13136 should be included.
