Description of the goods or services required

The City of Edinburgh Council require to put in place a single supplier Framework Agreement for the provision of an Employee Bike to Work Scheme. The Framework Agreement will allow the Council to acquire bikes and relating equipment for the personal use of employees and will be let as a Part B services contract which shall endure for a period of 3 years with the option to extend for a further 1 year period undertaken at the sole discretion of the Council.

The following data has been gathered re. historical scheme usage.

Previous scheme period – Number of Scheme users – Spend

April to September 2010 – 391 – 197,000 GBP

April to September 2011 – 235 – 114,000 GBP

April to September 2012 – 243 – 129,000 GBP

Although scheme usage is expected to remain at a similar level going forward the historic usage data is not a guarantee of future usage which may vary. Admission to the Framework Agreement will not guarantee some or any work and the Framework Agreement will be used at the Council’s sole discretion.

3 Conditions for Participation

3.1

Minimum standards and qualification required

It is a mandatory requirement that the successful supplier meets the Mandatory Risk of Business Failure Threshold by achieving a Dun and Bradstreet Risk Indicator of 1, 2, or 3 (or provides a bank or parent company guarantee).

It is a mandatory requirement that the successful supplier has or will have in place the appropriate insurance required for this Contract as fully detailed within the Terms & Conditions of Contract.

It is a mandatory requirement that the successful supplier complies with Equal Opportunities and the Public Sector Equality Duty as fully detailed within the Terms & Conditions of Contract.

It is a mandatory requirement that the successful supplier has the relevant expertise and proven track record required to deliver this type of contract.

It is a mandatory requirement that the successful supplier provides adequate access to a comprehensive range of value for money bikes and relating equipment that cater for all abilities, needs and budgets.

It is a mandatory requirement that the that the successful supplier’s scheme is compliant with HMRC legislation and the Finance Act 2003.

It is a mandatory requirement that the successful supplier supplies bikes and relating equipment that is 1. compliant with Pedal Cycle Safety Regulations 2003 (or equivalent) 2. compliant with European CEN Standards, January 2009 (formerly BS6102, 1992 Version) and be fitted with a bell to ISO 7636:1984 standards (or equivalent) 3. fitted with brakes fully adjusted in accordance with the manufacturers specifications.
