II.1.5)Short description of the contract or purchase(s)

The University is establishing a framework agreement for the provision of IT contractors and consultants. The framework will provide contractors to the whole of the University including (but not limited to) 1 IT, the Student Education Service, Faculty IT teams and the National Institute for Health Research, currently hosted at the University.
Contractors are required on an ad hoc basis, and no guarantee can be given as to the volume and/or frequency of roles required.
The contract is divided into 3 Lots. Suppliers may tender for 1 or more Lots as required. Tenders for each Lot will be subject to separate evaluation and award:
Lot 1 — Technical roles;
Lot 2 — General IT/consultancy roles;
Lot 3 — NIHR roles*.
* Lot 3 will be accessible to the whole University as required, but is primarily designed to cover the specific technical roles required by the NIHR. NIHR may also access Lots 1 and 2, as required.

Precise information on deadline(s) for lodging appeals: In accordance with Regulation 86 and 87 of the Public Contracts Regulations 2015, the contracting authority will incorporate a minimum 10 calendar day standstill period starting from the day when contract award was notified to the bidders. Unsuccessful bidders will be provided with a de-brief on the award decision at the start of the standstill period including details of their bid in relation to the winning bid comprising the reasons for the decision, the characteristics and relative advantages of the successful tender, the score of the economic operator and the name of the economic operator to be awarded the contract. Tenderers have a right to appeal provided for within the Public Contracts Regulations 2015. Any such proceedings must be brought in the High Court of England and Wales.
