This contract will cover all of the Council’s requirements for taxi and minibus services, it will encompass Home to Care Transport for Community Based Services, Home to School Transport for Learning and Children, Transport for Adults, Looked After Children, People with Additional Needs, other Vulnerable People, Officers of the Council and any other transport requirement as authorised by the Appropriate Officer.
The contract will be split into two Lots for; Fixed term routes; and Short term routes and Emergency requests.

Lot No: 1 Lot title: Fixed term routes

1)Short description
Lot 1 is for fixed term routes and will cover all routes that the Council are aware will be in place for more than three months and there is more than 10 days notice before the service commencement date. This Lot will also cover all requirements for minibus and coach transport.
There will be no maximum number of Contractors allocated a place on the framework for this Lot.
Mini-competitions will be carried out by the Central Transport Unit for individual contracts once the framework has been awarded using the NEPO portal.

Lot No: 2 Lot title: Short term routes and emergency requests
1)Short description
Lot 2 is for short term routes and emergency requests and will cover all other requirements of the Council excluding minibus and coach transport.
Short terms routes are those where the Council are not aware that the requirement will be for more than three months or where the Council have between 2 – 10 days notice before service commencement. There will be 5 companies allocated a place on this framework and short term requests will be issued to all 5 Contractors as a mini-competition with the lowest cost Contractor being awarded that work.
Emergency requests are those where the Council have less than 2 days notice before the service commencement date. The 5 companies awarded a place on this lot will be ranked based on prices submitted at the tender stage.
The Council will also have a reserve list of 5 Contractors for lot 2.
