Cornwall Council are seeking to appoint suitably experienced contractor(s) to provide the following services in an efficient, timely and professional manner:
a) To transport deceased persons on behalf of Her Majesty’s Coroner for Cornwall from the place of death to designated mortuary facilities within Cornwall or Plymouth, Devon covering 7 distinct geographical areas).
b) To transport deceased persons from the designated mortuary facilities within Cornwall or Plymouth, Devon to other locations designated by Her Majesty’s Coroner for Cornwall which may include long distance transfers within the UK.
c) To arrange local authority funeral services in accordance with the Public Health (Control of Disease) Act 1984 (covering 3 distinct geographical areas).
Any tenderer appointed to the framework may also be required to support the Council’s Emergency Management Service in the event of an emergency or mass fatality.
The framework agreement will contain a total of 11 lots and suppliers may be awarded 1 or more lots as appropriate.
Whilst there is no guaranteed quantity or spend, the estimated total value of spend is likely to be approximately £160,000 per annum. The intention is to let a framework agreement which will commence on 01.04.2013 for an initial period of 3 years, with an option to extend for a further year.

a) To transport deceased persons on behalf of Her Majesty’s Coroner for Cornwall from the place of death to designated mortuary facilities within Cornwall or Plymouth, Devon (covering 7 distinct geographical areas).
b) To transport deceased persons from the designated mortuary facilities within Cornwall or Plymouth, Devon to other locations designated by Her Majesty’s Coroner for Cornwall which may include long distance transfers within the UK.
c) To arrange local authority funeral services in accordance with the Public Health (Control of Disease) Act 1984 (covering 3 distinct geographical areas).

This is a procurement for a Part B service and as such Cornwall Council is under no obligation to provide a standstill period. A voluntary debriefing will be offered to any tenderer[s] who request it but this does not mean that Cornwall Council will hold any standstill period prior to the preferred tenderer being identified and contract award.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: Parties will be provided with detailed instructions concerning the information they must provide. This will be contained in the Invitation to Tender documents. Consideration will only be given to those contractors who complete and return the Tender Documents by the required date.
Economic operators subject to any of the following will not be considered where the said operator
(a) is bankrupt or is being wound up, where their affairs are being administered by the court, where they have entered into an arrangement with creditors, where they have suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;
(c) has been convicted by a final judgment in accordance with the legal provisions of the country of any offence concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can demonstrate;
(e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information required under this section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal organisation, as defined in Article 2(1) of Council Joint Action 98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26 June 1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention of the use of the financial system for the purpose of money laundering.
