Crown Commercial Service as the Contracting Authority is putting in place a Pan Government Collaborative Framework Agreement for use by UK public sector bodies identified at VI.3 (and any future successors to these organisations), which include Central Government Departments and their Arm’s Length Bodies and Agencies, Non Departmental Public Bodies, NHS bodies and Local Authorities.
The above Public Sector Bodies have a need for a compliant Procurement Vehicle to access Cloud Computing Services.
This Framework will be a recurring Framework, the maximum duration of any Call-Off Contract that may be placed by an eligible Contracting Body is 24 months.
The G-Cloud Framework catalogue, which forms part of the Digital Marketplace, will require frequent procurement refreshes to bring on new suppliers and services. Refreshes are being considered at a varying frequency of 3-12 months depending on demand and/or availability of new services as the IT Cloud market develops. Suppliers are recommended to respond to this ITT to ensure services are displayed in the optimum manner on the Digital Marketplace. This G-Cloud 7 procurement will be responded to via the Digital Marketplace and details of how to register are included in the ITT. Suppliers must register on the Digital Marketplace as this is a new system being used by the Contracting Authority. Full instructions on how to register are included in the ITT and suppliers must follow the instructions to register.

1)Short description

Lot 4 Specialist Cloud Services (SCS)
Lot 4 is designed to support the design and implementation of Cloud based services.
As such; the service(s) which are offered under Lot 4 should fall under the remit of the following headings:
Business Analysis
Provision to offer skills to identify and analyse organisational needs and how transferring some or all existing IT systems to cloud based systems could increase efficiencies and savings.
Legacy to Cloud Rationalization
These Services are designed to support organisations which have identified potential efficiencies in moving legacy IT solutions or infrastructure to the Cloud, but require support in the design and implementation of the solution themselves. Suppliers can offer those skills and identify which parts of a legacy system or infrastructure can be migrated to the cloud.
Design / Consultation
Provision to offer Cloud based system(s) designs inclusive of iterative design, development and ongoing maintenance of existing cloud services. These designs can include specification of what a solution could/should look like. That solution can then either be bought off the shelf via other Lots or designed by teams and development sourced from other Frameworks. This included developing of a ‘Road Map’ ahead of the transition detailing how the transition should work.
Transition Management
Once a Customer has a system design in place, these services are available to call on suppliers to manage the actual transfer, inclusive of the on-boarding and off-boarding of data and end user training. This includes the migration of existing services between data centres (whether on- or off-premise) as part of a transition to the cloud.
Service Management
Suppliers are able to offer continuous management for a customer’s Cloud Solutions. This includes service integration, management of multiple Cloud solutions, the integration of Cloud and Non-Cloud services but not the management of exclusively Non-Cloud Services. It should be noted that when suppliers offer services, each individual service should be specific to one of the above streams. I.e., if a Supplier is able to offer services in each stream then they should offer 5 different services, not one single service that includes all of the above, in turn allowing customers to can buy a bit of each stage at once. Concessions should be made in the procurement process to allow a single supplier to win all streams to allow for continuity of delivery.

Crown Commercial Service expressly reserves the right (i) not to award any contract as a result of the procurement process commenced by publication of this notice; and (ii) to make whatever changes it may see fit to the content and structure of the tendering competition; and in no circumstances will Crown Commercial Service be liable for any costs incurred by the Potential Providers. The framework agreement will be available for use by any Scottish Public Sector Body: the Authority; Scottish Non-Departmental Public Bodies; offices in the Scottish Administration which are not ministerial offices; cross-border public authorities within the meaning of section 88(5) of the Scotland Act 1998; the Scotland Office; the Scottish Parliamentary Corporate Body; councils constituted under section 2 of the Local Government etc. (Scotland) Act 1994 (except where they are acting in their capacity as educational authority); Scottish joint fire boards or joint fire and rescue boards; Scottish joint police boards or any successor National Police or Fire Authority; Scottish National Park authorities, bodies registered as social landlords under the Housing (Scotland) Act 2001, Scottish health boards or special health boards, Student Loans Company Limited, Northern Lighthouse Board, further or higher education institutions being fundable bodies within the meaning of section 6 of the Further and Higher Education (Scotland) Act 2005 any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament, any association of or formed by one or more of the foregoing, bodies financed wholly or mainly by one or more of the foregoing, bodies subject to management supervision by one or more of the foregoing and bodies more than half of the board of directors or members of which, or, in the case of a group of individuals, more than half of those individuals, being appointed by one or more of the foregoing.

Any ‘bodies governed by public law’ which under the Public Contracts Regulations 2015 means bodies that have all of the following characteristics
(a) they are established for the specific purpose of meeting needs in the general interest, not having an industrial or commercial character;
(b) they have legal personality; and
(c) they have any of the following characteristics:—
(i) they are financed, for the most part, by the State, regional or local authorities, or by other bodies governed by public law;
(ii) they are subject to management supervision by those authorities or bodies; or
(iii)they have an administrative, managerial or supervisory board, more than half of whose members are appointed by the State, regional or local authorities, or by other bodies governed by public law.
Due to a limitation of the OJEU Notice, the value 999 shown in Section II.1.4 should be considered as Unlimited.
