The NWUPC is seeking to establish a multi-supplier framework agreement(s) on behalf of the NWUPC members for the Provision of Gas Equipment Maintenance and Repair Services as outlined in the attached documents. The framework will be structured into the following separate lots:
Lot 1 Domestic sized gas fired equipment below 70 kW rated input.
Lot 2 Non Domestic gas fired heating equipment 70 Kw to 500 Kw rated input.
Lot 3 Non Domestic gas fired heating equipment greater than 500 kW rated input.
Suppliers can apply for any of the above lots.
The framework will also be structured on a sub-regional basis to encourage Small and Medium sized Enterprises to bid for inclusion on the framework. NWUPC would prefer that contractors bidding for each Lot area are able to service each institution in that sub-regional area.
It is envisaged that these agreement(s) will commence on the 1.2.2015 and will continue until the 31.1.2017, plus an option to extend the agreement(s) for a further 2, 12 month periods until the 31.1.2019.

The NWUPC is seeking to establish a multi-supplier framework agreement(s) on behalf of the NWUPC members for the Provision of Gas Equipment Maintenance and Repair Services as outlined in this document. The framework will be structured into the following separate lots:
Lot 1 Domestic sized gas fired heating equipment below 70 kW rated input.
Lot 2 Non Domestic gas fired heating equipment 70 kW to 500 kW rated input.
Lot 3 Non Domestic gas fired heating equipment grater than 500 kW rated input.
Suppliers can apply for any of the above lots.

The Agreement is open to the current and future member Institutions and affiliated Public Sector bodies including FE colleges and the Research Councils (http://www.rcuk.ac.uk/) as defined by the above Consortia. Any other HE or FE Institution within the UK wishing to participate in this agreement is only able to do so via a subsequent application that is accepted by the NWUPC. The membership of the Consortia may change in the future owing to strategic realignment or the inclusion of new full or associate members, who could be outside the education/research sector, but within the public sector. Institutions that are not members of the Consortia may be subject to the payment of additional access fees on an annual basis to the coordinating body in respect of their use of the agreement. These fees are individually agreed up front with each institution and may be waived at the discretion of the NWUPC.

Potential Providers short-listed to the tender stage will be required to provide service provision for the equipment for the following Lots.
Lot 1 Domestic gas fired equipment below 70 kW rated input
Gas fired boilers maximum rated heat input 70 kW installed in accordance with BS 6798 2014, installed within individual dwellings or within communal plant rooms serving residencies or academic buildings.
Gas fired water heaters maximum rated heat input 70 kW installed in accordance with BS 5546 2000, installed within individual dwellings.
Gas fired domestic gas cooking appliances installed in accordance with BS 6172 2010 installed individual dwellings or domestic science laboratories, for the latter reference should be made IGEM/UP/11.
Where the aggregate rated input of boilers/water heaters installed within a single plant room exceeds 70 kW, the work shall be considered to falling under the specification for Lot 2 The contract applies to works, as directed, carried out on gas fired equipment in the list above, associated controls and pipework. The number of domestic sized appliances of varying age, manufacture and location across the University campus within academic and residential buildings will be determined by each individual institution when undertaking the supplier selection process when the framework has been let.
The Consortium will requires the contractor to undertake duties under Regulation 36 of the Gas Safety (Installation and Use) Regulations 1998 (GISUR 1998), to satisfy the requirements of a landlord.
Lot 2 Non Domestic gas equipment 70 kW-500 kW
Gas fired boilers maximum rated heat input greater than 70 kW and up to and including 500 kW, installed in accordance with BS 6644 2014 and IGEM/UP/10 Edition 3, installed within individual dwellings or within communal plant rooms serving residencies or academic buildings.
Gas fired Indirect and direct fired forced convection air heaters installed in accordance with BS 6230 2011 and IGEM/UP/10 Edition 3 installed within non domestic buildings.
Gas fired overhead radiant heaters installed in accordance with BS 6896 2011, BS 13410 2001 and IGEM/UP/10 Edition 3, installed within non domestic buildings and sports facilities.
The contract applies to works, as directed, carried out on gas fired equipment in the list above, associated controls and pipework. The number of commercial appliances of varying age, manufacture and location across the University campus within academic, recreational and residential buildings will be determined by each individual institution when undertaking the supplier selection process when the framework has been let.

Estimated annual spend has been taken from expenditure provided by our member institutions for the period: 1.2.2013 until 31.1.2014. However the NWUPC cannot guarantee any expenditure on this agreement. It is anticipated that the expenditure may significantly increase during the life of this agreement as member institutions adopt the framework when their existing institutional agreements expire.
