The named Contracting Authority will be Milnbank Housing Association Ltd, acting on behalf of Milnbank, Reidvale and Molendinar Park HA.
It is the intention of the Associations to invite a minimum of 5 suitably experienced Suppliers to tender for their forthcoming 3 Year Gas Maintenance and Servicing Contract commencing on 1.4.2016, with the option of an extension over years 4 and 5 (subject to performance).
The Contract will comprise the provision of a Fixed Rate, all inclusive (labour and materials) fully comprehensive annual servicing and reactive maintenance service of Gas Central Heating Installations, Gas Fires and Smoke Alarms covering all properties within the control of the participating Associations (approximately 2 950 properties).
The period of the Fixed Rate contract shall be 3 Years commencing 1.4.2016, extendible (at the sole discretion of the Contracting Authority) for 2 further periods of 1 year.

Description of particular conditions: 1. All Suppliers who lodge a request to participate can download the Pre-Qualification Questionnaire from the PCS portal. The Pre-Qualification Questionnaire shall require to be completed and submitted via the ‘Tender Submission Postbox’ facility, no later than the deadline stated in this notice.
2. Part 2 of the PQQ, Eligibility, has Mandatory and Discretionary Grounds for Exclusion.
3. Part 3 of the PQQ, Economic and Financial Standing, has Pass/Fail criteria.
4. Part 4 of the PQQ, Technical or Professional Ability, is a Scored and Weighted Section.

Objective criteria for choosing the limited number of candidates: The purpose of the Stage 1 Pre-Qualification Questionnaire is to assist the Selection Board in assessing the skills and experience of the Suppliers and their capacity to meet the requirements of the Contract. The highest scores awarded will be used to select a minimum of 5 Suppliers to be invited to Stage 2.
The PQQ is in 4 parts:

2. Part 2 — Eligibility (Mandatory and Discretionary Grounds for Exclusion),
3. Part 3 — Economic and Financial Standing (Pass/Fail Section),

The Stage 2 ITT and Award will invite a minimum of 5 Suppliers to to tender, and all compliant Tenders will be evaluated to determine the ‘Most Economically Advantageous Tender’. The overall award criteria and weightings are 70 % Quality and 30 % Price.
