Contractor/s will be required to undertake Loreburn’s Gas Safety and servicing programme which operates on a 10 month cycle. The contractor will be responsible for undertaking any repair which is identified through the gas safety and servicing programme. The contractor/s will be required to work across Dumfries and Galloway.
The estimated value of the contract is 500 000 GBP — 1 000 000 GBP over a maximum of a 4 year period. The contract period is for 3 years with the option to extend for 1 year. The decision to extend the contract will be at Loreburn’s sole discretion.
The Framework Agreement will be split into two lots, one covering Dumfries, Upper Nithsdale and Annandale and Eskdale and the second covering Stewartry and Wigtownshire.

II.2.1)Total quantity or scope:

The purpose of this Pre Qualification Questionnaire (PQQ) is to consider those contractor/s suitable to progress to tender stage in order to appoint suitable contractors to Loreburn’s Gas Safety, Servicing and Associated Repairs Framework Agreement 2016-2019/20.
The period of the framework will be for 3 years with the option to extend for a further year being at the sole discretion of Loreburn. It is expected that the Framework Agreement will commence on Monday 4.4.2016.
The successful contractor/s will work with Loreburn Housing Association under the terms of an ACA Term Partnering Contract (TPC2005).
Loreburn is a registered social landlord which manages and maintains a range of housing stock across Dumfries and Galloway. At present, Loreburn owns approximately 2 250 properties, with this number expected to increase through our New Build Development Programme. In addition to this, Loreburn’s Subsiduary company, Dumfries and Galloway Homes owns approximately 58 properties.
The housing stock varies from mainstream tenancies, to university, sheltered and supported accommodation which results in a wide spectrum of tenants with varying needs. The non self-contained units are Houses of Multiple Occupation and the unit figures shown in the tables below represent rooms or flats within these properties; not individual properties.

The contractor will be responsible for undertaking any repair which is identified through the gas safety and servicing programme and also provide energy advice to tenants. The contractor/s will be required to work across Dumfries and Galloway.
The estimated value of the contract is 500 000 — 1 000 000 GBP over a maximum of a 4 year period.

The geographical area of this lot will cover all Loreburn / D&G Homes stock within the Dumfries, Upper Nithsdale and Annandale and Eskdale area.

Section III: Legal, economic, financial and technical information

III.1.1)Deposits and guarantees required:

If required, a performance bond will be in the amount of 10 % of the contract sum with the following terms:-
The Contractor may be required to enter into a Bond, in a form approved by the Employer, with an Assurance or Guarantee Company duly empowered to enter into contracts of guarantee and approved by the Employer, or with a bank, so as to be bound with the Contractor to the Employer for the due performance of the Contract in a sum amounting to 10 % of the Contract Sum.
The Bond shall provide that the cautionary obligation shall not be revocable by notice and that the liability of the cautioner shall not be impaired or discharged by an extension of time, alteration in the Contracting firm or variations or alterations made, given, conceded or agreed (with or without their knowledge and consent) under the Contract. The Bond will be finally released upon Practical Completion of the Contract
Any contractor unwilling to agree to the above at Pre-Qualification Questionnaire stage will be discounted.
