GEANT Ltd is coordinating procurement efforts under the AfricaConnect2 (AC2) project. The project, funded by the European Commission Development and Cooperation — Europe Aid Directorate (http://ec.europa.eu/europeaid/index_en.htm), aims to establish a high-capacity network for research and education in West and Central African region, and to connect this network to the worldwide community of Research and Education Networks through GÉANT, the pan-European Research and Education Network operated by GEANT Ltd.

The beneficiaries of AfricaConnect2 are the NRENs under WACREN, the regional research and Education Network for the West and Central African region. WACREN currently has membership drawn from Ghana, Côte d’Ivoire, Togo, Niger, Nigeria, Benin, Senegal, Mali, Gabon and Cameroun albeit the aims of the AC2 project are to connect additional countries in the region as they join WACREN during the life of the project.
This tender is for a range of layer 2, international circuits, as well as co-location services at key landing stations along the coast and inland, at various bandwidths and (ideally) presented as Ethernet, between various African PoPs, and GEANT locations as described within the Tender documents.
The aim of this Competitive Dialogue procedure is to establish a regional research and education network within West and Central Africa with onward connectivity to the GEANT network in Europe.
An initial statement of the required end points and capacities are set out within the Lots below and the tender documents. The primary purpose of the dialogue process is to ensure that all potential bidders can fully participate in the design of the final technical solution.
We will invite potential providers to help shape the final technical design by bringing creative topological, technical and commercial options to the dialogue process. We will wish to understand the relevant Segment S and Segment T charges as part of any proposals.
At the end of the EC action, any resultant contracts will novate to WACREN.

The competitive dialogue procedure is being used to facilitate market engagement so that the project team can help potential bidders understand the formal tendering process as well as allowing the project team to fully understand what the market can offer in respect of actual network topologies, and links, as well as segment S and T issues, at a cost that is affordable (and good value in the market) for WACREN and the project, both at the outset, and at the end of long term agreement(s).
Options will be invited for more than 1 length of contract (subject to affordability now and in future) and we will seek pricing for 1,3, 5 year leases as well as IRU options that cover 10, 15 or 20 year terms or any combination therewith.

Lot No: 1 Lot title: Offers in respect of the wet backbone (as shown in table 3.1 of the ITSOP) as well as links between WACREN and Europe

1)Short description

We require proposals for unprotected links that can address our requirements in respect of the proposed submarine backbone in the WACREN region as well as onwards to Europe.
Bidders are invited to submit proposals for circuits for individual components of the topology or for the entire solution.

When constructing their pricing model, Bidders should pay due regard to the affordability of any O&M charges to WACREN once the AC2 action is completed (Nov. 2018). Such recurring charges will be expected to keep pace with best market rates through time and contract terms will include benchmarking clauses to this effect.

We require proposals for unprotected links that can address our requirements in respect of the proposed terrestrial backbone in the WACREN region between Mali and Accra.
Bidders are invited to submit proposals for circuits for individual spans on the backbone, or, for the backbone solution with Togo, Benin, Burkina Faso and Niger being drops on the backbone between Mali and Accra.

Precise information on deadline(s) for lodging appeals: GEANT Ltd will incorporate a standstill period at the point information on the award of the contract is communicated to Bidders. That notification will provide full information on the award decision. The standstill period, which shall be for minimum of 10 calendar days provides time for unsuccessful bidders to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed, or are at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland).
