The Council wish to procure a measured term contract for General Building and Metalwork for the Council portfolio of operational buildings. The contract will be let for a period of 3 years and will cover general responsive and out of hours works. Works will include small value jobbing repairs together with cyclical and planned works.
Works orders will be routed through a Council helpdesk during office hours and the measured term contractor(s) will be required to provide out of hours duty contacts for direct orders.
This contract will be split into 2 lots – Lot 1 covering General Building works and Lot 2 covering Metalwork.

1)Short description

Responsive repairs, cyclical and planned maintenance work to the London Borough of Tower Hamlets operational buildings portfolio. This will also include an out of hours emergency response service.
Works content will be as II.1.5 above, however works orders will be divided between the two lots based on the principal type of work. The value of this lot is estimated at GBP 6,000,000 over the life of the contract. Total value cannot, however, be determined at this stage due to the partially cyclical and on call nature of the works.

1)Short description

Repairs, maintenance, fabrication and installation work to general and specialist metalwork installations and structures etc. to the London Borough of Tower Hamlets operational buildings portfolio. This will also include an out of hours emergency response service.
Works content will be as II.1.5 above, however works orders will be divided between the two lots based on the principal type of work. The value of this lot is estimated at GBP 1,500,000 over the life of the contract. Total value cannot, however, be determined at this stage due to the partially cyclical and on call nature of the works. The London Borough of Tower Hamlets does not intend that all metalwork within the Borough of Tower Hamlets will be procured through this contract where metal works are otherwise procured.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender. The London Borough of Tower Hamlets expects that a minimum of 75 % of works (measured by value) will be directly delivered by the economic operator(s).

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum of 10 calendar day standstill period (or a minimum of 15 if the communication method used is not electronic).The award decision notice will specify the criteria for the award of the contracts, the reasons for the decision, including the characteristics and relative advantages, the name and score of the successful tenders; and will specify when the standstill period is expected to end or the date before which the contracting authority will not conclude the contracts.
