TENDER FOR GENERALIST ADVICE AND LEGAL SERVICES
Slough Borough Council wishes to invite tender applications for the provision of Generalist Advice and Legal Services.
The key objective of Generalist Advice and Legal Services will be to provide free and independent generalist information and legal advice services open to all Slough residents but specifically targeted towards meeting the needs of the most vulnerable either through poverty, disability, discrimination or cultural/language barriers.

The services will be tendered in two Lots and potential bidders may bid on either or both Lots.  The contracts will be for a period of two years.

  • Lot 1:Generalist Advice Service (£141,000 per annum)
  • Lot 2: Legal Advice Service (£40,000 per annum)

The Generalist Advice Service is to provide local communities with a holistic advice service that is able to effectively meet local needs from simple diagnosis and information, complex casework, through to preparation of submissions to tribunal.  Investing in quality advice provision enables vulnerable individuals to uphold their rights and prevents social exclusion.

Legal Advice is defined as taking action on behalf of clients in order to move the case on, with the adviser taking responsibility for further action.  This may also be referred to as Specialist Legal Advice where advice and legal help is provided on complex matters in specific areas of law, as well as negotiation and representation where appropriate. Legal Advice can be provided in a wide range of areas including, but not exclusive to Community Care, Debt, Employment, Housing, Welfare Benefits, Immigration and Discrimination
The Service will be available only to those living, working or studying within Slough.  The Service must be available to all of the diverse communities of Slough but will focus particularly on those who are socially excluded and vulnerable, and priority should be given to individuals and families in crisis.
Tender applications are invited from organisations that are established and have experience in the provision of Generalist Advice and Legal Services and who have a strong local connection and who are within the Borough or who are able to locate within the Borough are invited to apply.
The Council expects that partnership will be a critical success factor in the ethos and operation of the new Provider.
Slough Borough Council will be carrying this out as a single stage tender process and therefore there is no requirement to complete a Pre-Qualifying Questionnaire.
