We are inviting Cities, Communities or Corporates to apply for grant funding to implement a scheme regarding Positive Incentives to Reduce the use of Conventionally Fuelled vehicles. Up to 100 000 EUR is available for the 7 applications selected as the most appropriate according to the participation criteria.
This is a voluntary notice issued as an invitation to compete in a selection process to award grants to the most appropriate 7 applicants and is not a competitive tender to deliver specific services. Therefore, the EU Directive will not apply.

The planned location should be able to support the technical requirements of Empower type schemes, i.e. good mobile phone signal/ICT capabilities. Schemes may be based in any of the eligible countries. However, those that are not entirely located in the same countries as the existing 4 Living Labs cities i.e. England, Netherlands, Sweden, Finland will be particularly welcome.
Schemes may be transnational and traverse these or other countries. Whilst there is no country restriction on applicants, consideration will be given to the European nature of the project.
The size of the population who may take part in the scheme: schemes are expected to be large scale and ambitious, however, a spread in the number who may take part in each scheme will be considered. Spatial scope across the schemes selected, a good mix of the spatial scope of implementation (city district, urban area, urban agglomeration, region, transnational) will be aimed for.
