The Greater Manchester Skills for Employment Pilot Programme (the Programme) is intended to provide unemployed adults aged 19+ (or 18+ if in receipt of out of work benefits) who face multiple barriers to entering the labour market with the right level of skills, employability and wrap around support that they need to improve their chances of gaining sustainable employment including apprenticeships.

In order to ensure a consistent delivery model across the area and to allow the impact of the pilot to be tested, the SFA intends to award a single contract for delivery of this pilot.

Description of particular conditions: Contractual performance will be reviewed by the SFA in October 2016 to determine whether ESF funding will be made available to continue the service. This is also subject to the agreement of the Greater Manchester Local Enterprise Partnership.

Information and formalities necessary for evaluating if the requirements are met: This procurement is open only to Suppliers who have submitted a successful application to the Register of Training Organisations refresh in July 2015 and indicated in their application that they wish to deliver skills for the unemployed related provision in the Greater Manchester area.

The contract is related to a project and/or programme financed by European Union funds: yes
Reference to project(s) and/or programme(s): ESF, the SFA will carry out a review of the Contractor’s performance in October 2016 to determine whether ESF Funding will be made available to pay for the Services. The Contractor will be required to have delivered 80 % of its Delivery Profile for starts, progression and outcomes. The SFA may at its discretion reduce the percentage of delivery required.
