Hertsmere Borough Council has an on-going requirement for the management of S106 income for the development of greenways within the jurisdiction of Hertsmere Borough. The Council is seeking to appoint a suitably qualified and experienced organisation to act as a managing organisation to oversee projects, let as a 4 year framework that would fulfil the process for implementing Greenways schemes in accordance with the Watling Chase Greenway Strategy.
The successful consultant will be responsible for:
1) Undertaking a desktop Feasibility assessment of each scheme.
2) Developing short term strategies to parcel different Greenway projects together to ensure that they can be delivered more cost effectively, keeping in mind the expiration dates of certain corresponding planning obligations.
3) Undertaking all necessary consultations, including, but not limited to community and landowners.
4) Fully design the schemes.
5) Tender the construction of each scheme in line with the Councils Contract Procedure Rules.
6) Manage the construction contract to completion.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Hertsmere Borough Council has moved to a new way of e-Tendering and worked closely with the County, other Districts and Partners to create a joint procurement website called Supply Hertfordshire. This website is supported by BiP Solutions who provide a system called Delta-ets which is the background platform to Supply Hertfordshire.
The Pre-Qualification Process.
