The Northern Ireland Housing Executive wishes to procure suitably qualified and competent contractors to provide a comprehensive grounds and tree maintenance service and associated works throughout Northern Ireland. The Services will be carried out in accordance with a planned programme for grounds and tree maintenance.
The service will occur in or around occupied premises and in some cases in and around dwellings occupied by persons with disabilities and special needs. The services will mainly be carried out during normal working hours, but at times requested by the Housing Executive, successful contractor(s) may be required to carry out works outside these times. Also in exceptional circumstances or emergency situations the Contracting Authority may require the provision of unplanned grounds and tree maintenance services.
The Service Providers will be responsible for the full provision of the Services by its Team.
The Northern Ireland Housing Executive intends to award 6 Lot Contracts, to a minimum of 1 and a maximum of 6 Economic Operators, for the provision of the services and associated works. The Lot Contracts will be for a period of 4 years from the date of commencement with options, at the discretion of the Housing Executive, to extend each Lot Contract for 2 further periods each of 24 months or part thereof, i.e. a maximum of 8 years. A Tenderer may be awarded 1, some or all of the Lot Contracts. The successful Tenderer(s) appointed to provide Services will enter into a Contract for each Lot with the Northern Ireland Housing Executive.

Subject to the status and involvement of the parties the Contracting Authority may require parties to commit to joint and several liability in respect of the contract. Alternatively, the Contracting Authority may expect the lead operator to take total responsibility. The Contracting Authority may require collateral warranties, parent company guarantees and/or performance bonds as applicable to be entered into by other economic operators.

Information and formalities necessary for evaluating if the requirements are met: Conditions for participation in the competition are set out in detail in the Tender documents. The Tenderer and/or members of the consortium must meet the requirements set out in Regulation 64 of the Public Contracts Regulations 2015.

Information and formalities necessary for evaluating if the requirements are met: Evidence must be provided to demonstrate that the Tenderer and/or members of the consortium have the financial and economic standing required for the contract, under Regulation 58 of the Public Contract Regulations 2015.

The cost of responding to the Tender and participation in the project will be borne solely by each Tenderer participating. Tenderers should note that the Northern Ireland Housing Executive reserves the right to cancel this procurement process at any stage without reason or cost reimbursement. Any expenditure, work or effort undertaken prior to entering into a Contract is at the sole risk of the Tenderer participating in this procurement process. The Northern Ireland Housing Executive reserves the right to extend any such date. The proposed duration of the Lot Contracts will be for a period of 4 years with options to extend for 2 further period of 2 years.
