Hertfordshire County Council has a requirement for a Grounds Maintenance Minor Works Service. This service comprises of 5 main contract package Lots (areas), as listed below, with regular, allocated work within each Lot as detailed in the Specification, Schedule 1 of the Conditions of Contract. In addition, there is a Schedule of Rates (Lot 6) for non-regular work that may be required throughout any of the main contract package. Lots at any time throughout the life of the Contract and this work will be ordered on an as required basis.
Emergency work may also be required. Hertfordshire County Council reserves the right to go out to quotations for any additional or specialist work that falls outside of the requirement for this Contract.
Contract Package:
The Contract is divided into 6 main Contract Lots as follows:
— Lot 1 — North Hertfordshire — Stevenage, Hitchin, Letchworth, Baldock and surrounding areas;
— Lot 2 — East Hertfordshire — Hertford, Ware, Bishops Stortford, Broxbourne and surrounding areas;
— Lot 3 — Central Hertfordshire — St Albans, Harpenden, Welwyn Garden City, Hatfield and surrounding areas;
— Lot 4 — South Hertfordshire — Three Rivers, Hertsmere and surrounding areas;
— Lot 5 — West Hertfordshire — Dacorum and surrounding areas;
— Lot 6 — Schedule of rates.
This procurement is an Open (1-stage process). Suppliers wishing to take part in this project are invited to ‘Express Interest’ which will give access to the full procurement documents in the e-tendering system.
The deadline for Expressions of Interest is Thursday, 3.3.2016 (also the submission date).
To be considered as a Bidder you must complete and submit a Bid by the deadline of 12:00 on Thursday, 3.3.2016.

The estimated total value of the Contract is 1 200 000 GBP and is for the core Contract period of three (3) years and also includes the approximate value for extension(s). For the avoidance of doubt, the estimated annual Contract value will be approximately 200 000 GBP. The Contract will be awarded for a core period of three (3) years, with the option to extend the Contract up to three (3) further years. Please note that the Contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands.

Precise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a minimum 10 calendar day (when using electronic means) standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to challenge the decision to award a contract before a contract is executed/signed (as appropriate). The Public Contracts Regulations 2015 (‘Regulations’) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly and within the time limits as defined in the above regulations. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the contract has been entered into the Court has the options to award damages and/or to shorten or order the contract ineffective.
