Place Partnership Limited, on behalf of the Commissioning Authorities, need to establish a Grounds Maintenance contract for all properties for which the Commissioning Authorities are responsible. The contract shall run from 1.4.2016 to 31.3.2019, with the option a further two one year extensions (3+1+1). There will be a break clause within the contract for an analysis of the works carried out thus far after 2 years.

II.2.1)Total quantity or scope:

The works require the Contractor to undertake grass mowing, hedge cutting, weed and vegetation control, marking out of sports pitches, hard and soft grounds maintenance works.
The Contractor may be required as part of the contract to provide hard and soft copies risk and method statements.
The works shall be carried out by experienced and qualified operatives capable of all works listed in the specification.
There are a large number of properties within the Place Partnership Ltd. portfolio located in various towns and villages, from nursery to high schools, office buildings, museums, youth centres, day centres, residential homes, libraries, and police & fire stations. Place Partnership Ltd is responsible for carrying out maintenance to these properties.
This contract however is also open to other partners within Place Partnership Limited.
Place Partnership Limited on behalf of the Commissioning Authorities reserves the right to accept tenders for work in any category of building outlined above, or any combination, as deemed appropriate.
It is proposed to award this contract to one contractor only however it reserves the right to award to more than one should that prove to be financially beneficial. The contract is proposed to be 3+1+1 contract.
Principle Contractors are encouraged to support and facilitate the use of Small and Medium Enterprises (SMEs) in the delivery of services where appropriate.
It is an essential requirement that all staff engaged on this contract are vetted by the Disclosure & Barring Service (DBS) and are also cleared to Non Police Personnel Vetting Level 2 Unrestricted Access. All costs associated with DBS vetting will be met by the successful contractor, NPPV will be carried out by the Force Vetting Unit of Warwickshire Police. Non-Vetted personnel will not be allowed on any site.
The successful contractor will have been expected to have submitted the appropriate number of completed NPPV forms prior to the commencement date of the contract.
The contract will include significant high profile sites such as County Hall Worcester Police Headquarters Hindlip and Police Headquarters Leek Wootton.

The information in the questionnaire shall form the basis for the selection of service providers to be invited to tender. The successful contractor will need to possess a health and safety accreditation such as Acclaim, CHAS or SAFE Contractor or equivalent.

Conforming tenders to be submitted. Thereafter, variants may be offered but the contracting authority does not bind itself to accept any variants. The contracting authority reserves the right not to award a contract or to award any option(s) it so wishes. Contractors selected to submit a tender should not assume that their selection implies any recognition or acceptance of their suitability to undertake the contract. In the event of the tender response being inadequate, in either the number of bids received or the quality of bids received, the contracting authority will move automatically to the negotiated procedure without a further notice.
Place Partnership Limited reserves the right to cancel this procurement at any stage and not to award a contract.

Contractors must be registered on the Worcestershire County Council tendering portal in order to access documents. Once logged in, the documents referring to this particular contract can be located under Building and Property Maintenance. The information in the Questionnaire shall form the basis for the selection of service providers to be invited to tender.
One contractor will be awarded the contract. Due to delegated budgets schools will have the right to choose whether to sign up to the contract for their site. Place Partnership Limited reserves the right to accept tenders for work in any category or a combination as deemed appropriate.
Other Public Sector bodies that may opt to make use of this contract include Hereford and Worcester Fire and Rescue Service, The Herefordshire Council or other local authorities in the areas of Worcestershire, Herefordshire, Warwickshire and Shropshire.
