Symphony Housing Group are seeking expressions of interest from suitably experienced and qualified candidates to provide Grounds Maintenance Services across a number of geographical Lots in the North West of England.
These services are required by our member organisations; Contour Homes (Contour), Liverpool Housing Trust (LHT) and Peak Valley Housing (PVHA).
The contract duration will be for 2 calendar years commencing 1.4.2017, however, an option will be made available for a contract extension for a period of up to 2 years.

Symphony Housing Group (the Group) are seeking expressions of interest from suitably experienced and qualified candidates to provide Grounds Maintenance Services, to provide these services across a number of geographical Lots in the North West of England.
These services are required by our member organisations; Contour Homes (Contour), Liverpool Housing Trust (LHT) and Peak Valley Housing (PVHA).
The contract duration will be for 2 calendar years commencing 1.4.2017, however, an option will be made available for a contract extension for a period of up to 2 years, agreed by both parties a minimum of 3 months prior to the end of the initial 2 year term.
The Group are using the following procurement process:
A 2-stage Restricted Procedure where interested service providers should submit a fully completed Pre-Qualification Questionnaire (PQQ), with a view to being shortlisted to the Invitation to Tender (ITT) stage.
An indicative timetable for the procurement process is included at section E.
Please note the closing date for submitting the PQQ is 19.9.2016 midday.
The appointed service providers will provide Grounds Maintenance Services to properties, schemes and estates across the North West region as per the Lots below.
Lot 1:
Grounds maintenance services to Contour and LHT properties in the Merseyside area. The estimated annual work hours for this lot is 5 550 at a current annual value of approximately 250 000 GBP
Lot 2:
Grounds maintenance services to Contour and LHT properties in the Lancashire area. The estimated annual work hours for this lot is 5 800 at a current annual value of approximately 226 000 GBP
Lot 3:
Grounds maintenance services to Contour and LHT properties in the Cheshire area. The estimated annual work hours for this lot is 4 820 at a current annual value of approximately 126 000 GBP
Lot 4:
Grounds maintenance services to Contour and LHT properties in the Greater Manchester area. The estimated annual work hours for this lot is 6 300 at a current annual value of approximately 173 000 GBP
Lot 5:
Grounds maintenance service to LHT estates in Runcorn. The current annual value is approximately 350 000 GBP
Lot 6:
Grounds maintenance service to the PVHA estate in Hattersley. The current annual value is approximately 111 000 GBP
Lot 7:

Information and formalities necessary for evaluating if the requirements are met: For the Economic and Financial Standing Section 5, the Group have set a minimum financial threshold for this tender. All suppliers are required to self-certify that they meet the following requirements:
Annual turnover for the latest completed financial year must be at least twice the total Anticipated Annual value of the Lot(s) you are bidding for. (Anticipated Annual values of the Lots can be found in Part 1 — Memorandum of Information).
Bidders may bid for multiple Lots, but will only be awarded multiple Lots where their annual turnover is more than twice the multiple Lots combined Anticipated Annual Value.
Minimum level(s) of standards possibly required: A credit check will be carried out on all bidders to assess financial standing on a pass/fail basis, phase 1 will be by way of a Dunn & Bradstreet Credit Report, with bidders lower than a rating of 2 moving to a Phase 2 assessment of financial accounts by appointed finance officers.
