Use of Electronic Tendering
The Highland Council shall utilise the PCS Tender System which is a fully managed free service developed by the Scottish Government for use across the public sector. The web site can be found at https://www.publictendersscotland.publiccontractsscotland.gov.uk/web/login.html.

You will need to register with Public Contracts Scotland Tender System in order to be able to log in to access the tender documentation, and if desired, submit tenders on-line. Suppliers should note that paper tenders are still accepted by the Highland Council as long as they are received in the appropriate format. This is detailed in the Invitation to Tender (ITT)instructions at item 4.
You should be aware that the speed at which the Public Contracts Scotland can be used will be dependent upon your own internet connection. You should therefore ensure that you allow plenty of time to submit tenders to the system. In addition to this you must ensure that tender submissions are correctly loaded into the system, as the Highland Council will not accept submissions through the system where attachments have failed to upload. You may also submit a back-up paper tender if you wish.
Should you encounter any problems with the system then these needs to be raised with and resolved by the Public Contracts Scotland Tender Help Desk?
Telephone: +44 8003684850
Email: help@bravosolution.co.uk

Tenders may not be submitted via open e-mail. Tenders not received as prescribed by the ITT instructions will not be considered.
