The Contracting Authority is looking to appoint a single Economic Operator (Contractor) for the provision of Grounds Maintenance Services across the Police Service of Northern Ireland (PSNI) Estate utilising an NEC3 Term Service Contract.
The Economic Operator will be responsible for the provision of the following:
The scope of the works for Grounds Maintenance for the PSNI Estate will encompass, but is not be limited to; maintenance of grassed areas/young trees and planted trees, hedge trimming, maintenance to road and pathway gratings, leaf clearance, site cleaning and moss clearance, hedge cutting and weed control, maintaining perimeters for approximately 150 sites.
The service shall be made available 24 hours per day and 365 days per year (including all weekends and holiday periods).
The Contract will be for an initial three year period with the possibility of 2 x one year extensions that will be at the Client’s discretion. This requirement will be notified to the contractor prior to the expiry date of the 3-year fixed duration. The option to extend the Contract period by each additional year beyond the first extension will be notified to the Contractor prior to the expiry of the optional extension period.

Description of particular conditions: The EOs performance on this Contract will be regularly monitored.
If an EO fails to reach satisfactory levels of performance the EO may be issued with a Certificate of Unsatisfactory Performance.
The issue of a Certificate of Unsatisfactory Performance will result in the EO being excluded from all procurement competitions being undertaken by Contracting Authorities on behalf of bodies covered by the Northern Ireland Procurement Policy for a period of 12 months from the date of issue of the certificate. Precise information on deadline(s) for lodging appeals: Precise information on deadline(s) for lodging appeals: This procurement is governed by the Public Contracts Regulations 2006 (as amended) and provides for economic operators who have suffered, or who risk suffering, loss, or damage, as a consequence of an alleged breach of the duty owed in accordance with regulation 47A or 47B to start proceedings in the High Court.
A standstill period will commence at the point information on the award of the contract is communicated to tenderers. That notification will provide information on the award decision.
The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
Any proceedings relating to any perceived non-compliance with the relevant law must be started within 30 days ,beginning with the date when the economic operator first knew, or ought to have known that grounds for starting the proceedings had arisen.(A court may extend the time limit to 3 months ,where the court considers that there is a good reason for doing so).
