Description of the contract

Harlow Council promotes regeneration as a key corporate priority. In order to ensure that this theme is reflected effectively in the emerging Local Plan, robust evidence must be in place to underpin the emerging planning policies and proposals.

The aim of the study will be to examine the link between regeneration and growth in order to support a range of appropriate development scenarios that can be considered during the preparation of the emerging Local Plan. The study will set out a range of development scenarios and evaluate the potential regeneration benefits that could accrue from different levels of growth. This will include the levels of critical mass based on population and housing numbers that will be necessary to support infrastructure provision.

The study area comprises all land within the administrative boundary of Harlow Council. The study will need to have regard to the tight administrative boundaries of the district and the functional relationship with the adjoining districts of Epping Forest, East Hertfordshire and Uttlesford. Therefore, an assessment of the regeneration benefits of growth outside the administrative boundary will also need to be assessed.
