The Heart of the South West Local Enterprise Partnership (HotSW LEP) covers the Local Authorities of Devon County Council, Somerset County Council, Plymouth City Council and Torbay Council.

The purpose of the Growth Hub Service is to provide independent diagnosis and brokerage to existing business support services in the Region. The Growth Hub Service is made up of 3 elements — this procurement exercise is for the 1st of those elements titled ‘Service for All’.

Service for All — Awareness raising for publicly-funded business support in the region, marketing the growth hub, messaging to businesses, business intelligence regarding business support needs, mapping of business support, CRM, partnership management.
Somerset County Council as Accountable Body for the HotSW LEP is advertising this Contract Opportunity and managing the procurement process to select and appoint a suitably qualified economic operator to provide the contracted service.
The Council, in order to facilitate the evaluation and award process to allow the commencement of delivery, reserves the right to examine tenders before verifying the absence of grounds for exclusion and the fulfilment of the selection criteria, permitted for Open Procedures under Regulation 56 (3) of the Public Contracts Regulations 2015.

The purpose of the Growth Hub Service is to provide independent diagnosis and brokerage to existing business support services in the HotSW LEP. 1 contract for the provision of a Growth Hub Service — Service for All — for the Heart of the South West LEP will be issued.
The initial contract period will be for 36 months, with 2 extension options of 12 months each at the sole discretion of the Council.
This contract will not be sub-divided into lots as it forms part of a larger package of business services. The contract will be for the delivery of the Service for All element of the overall HotSW LEP Growth Hub. The provider of the Service for All contract will work with the providers of the other elements and manage the relationships to present the Growth Hub Service as a 1-stop-shop. Further details can be found in the tender documentation.

Funding for the contract delivery is subject to confirmation and amendment during the term of the contract. The initial funding for the contract has been confirmed from BIS Growth Hub funding to LEPs 2015-2016, with a 2nd funding amount to be confirmed from Growth Deal 2.

Consortia Tenders and sub-contracting arrangements are welcome. A Lead Tenderer shall be identified for consortia or sub-contracting arrangements providing details within their submission.
