Partick Housing Association Ltd. is a not for profit social housing provider and is a registered social landlord based in the West of Glasgow.
The purpose of this competition is to identify a suitable contractor to carry out the Gutter Cleaning and Roof Inspection Works to Partick Housing Association’s properties in this area over the duration of the Contract.
The three-year contract will be subject to satisfactory review as assessed by Housing Management and by tenant feedback.
The Association will consider extending the contract for a maximum of a further two-year period, however this will be dependent on the Contractor satisfactorily fulfilling his contractual commitments and the required level of performance as set out in the KPIs and a suitable adjustment to the contract price being negotiated between the parties. (See Supplementary Conditions of Contract). Any subsequent extension to the Contract will be made on a year-on-year basis.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.

Contractors wishing to apply for this contract must be able to provide evidence of experience in successfully working as the Main Contractor on at least two other gutter cleaning and roof inspection projects with similar work requirements to the one described within the Notice and PQQ Document in the last three years. The Contracts put forward as evidence for this must be complete on site and Partick Housing Association must be able to obtain references from the respective Employers attesting to this.
INFORMATION REGARDING ECONOMIC / FINANCIAL STANDING
In assessing minimum standards of economic and financial standing, the following will be considered: –
Your company must be solvent, if not a guarantee from a solvent parent company is acceptable.
Your turnover in the last two consecutive years must be a minimum of 80 000 GBP.
Partick Housing Association Ltd will consider a bidders creditor/debtor turnover ratio and if appropriate seek assurances about its manageability.
Partick Housing Association Ltd using the financial information supplied will carry out a financial assessment of the Potential Suppliers and, if considered necessary will also use a third party financial assessment service.
