II.2.4)Description of the procurement:
Linstone Housing intend to enter into a Measured Term Contract with a Single Contractor to undertake gutter cleaning services required during Year One (2018–2019), as described within the Pricing Matrices incorporated within Tender Document A.
Subject to satisfactory performance of the Contractor, which will be assessed through measurement of the Key Performance Indicator’s (Refer Tender Document H), it is intended that the Contract will be extended on an annual basis by a maximum of 3 further years until 2023. The Contract is intended to commence on Monday 18.2.2019 and the anticipated Contract Value is not expected to exceed 60 000 GBP per annum (excluding VAT). Interested parties are advised that a “Meet the Buyer” event shall be held at the offices of Linstone Housing at 10:30 GMT on Thursday 10.1.2019. The event is free of charge and shall provide further information through an overview of Linstone Housing’s requirements and how to complete the Tender Documentation. Places are limited and interested parties are restricted to 2 delegates per organisation. To record your interest, please email the name of your organisations delegates to firstname.lastname@example.org no later than 17:00 GMT on Wednesday 9.1.2019. Places will be allocated on a first come first served basis and further information on the “Meet the Buyer” Event schedule will be issued to registered delegates in advance of the Event.

The requirement will also include reporting of any defects or faults encountered during the gutter cleaning services on the existing roof coverings, roof structures and disposal systems. The Contractor may also be required to undertake minor roof repair works including remaking joints, replacing missing or misaligned rainwater brackets or offsets, unblocking choked drains and pipes and replacing missing or damaged tiles.

III.2.2)Contract performance conditions:
The performance of the successful Bidder will be monitored through the Key Performance Indicators described within Tender Document H “Key Performance Indicators” attached to this Contract Notice. Where performance falls below the minimum acceptable level during the Contract, the successful Bidder will be required to produce a Remedial Plan for the approval of Linstone Housing. Failure to produce a Remedial Plan or implement an approved Remedial Plan will be deemed to be a breach of the Contract, which may lead to the termination of the successful Bidder’s Contract.

Part IV Section C “Technical and Professional Ability” of the ESPD (Tender Document E) 1.12 will be scored on a pass or fail basis using the following scoring methodology;
0 — Unacceptable — Nil or inadequate response. Fails to demonstrate an ability to meet the requirement. A Tenderer which scores “0 — Unacceptable” against any question may be disqualified.
1 — Poor — Response is partially relevant and poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled.
2 — Acceptable — Response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas.

A tenderer will be required to achieve a minimum score of 3 against each question within part C, i.e. a score of 3 or greater shall represent a Pass whereas a score of 2 or lower will represent a Fail. Linstone Housing may disregard, and not evaluate the remainder of a tenderers bid should the tenderer fail to achieve the minimum score of 3 (a Pass) against any of the questions included
with part C.
