The Council wishes to facilitate a system of more affordable funerals for the residents of Halton. This system is not like the ‘public health’ burial system and will be available to all who normally reside in Halton even if they die in hospitals outside of the Borough.

The Council will procure a price from a Funeral Director which commits to a specified level of funeral service.

II.2.4)Description of the procurement:

Residents (and their families) who wish to take up this funeral service will contact the relevant Funeral Director direct in the usual way. The Council will have no involvement with this.

The price which the Funeral Director will quote will be strictly for the items in the specification agreed with the Council. Any additional items requested beyond the specification will be outside of this arrangement and the Funeral Director and the resident will have to agree a separate price for these.

It should be noted that the Council is facilitating these arrangements only. The Council will contract with the Funeral Director to set these arrangements up but the residents will contract direct with the Funeral Director to provide individual funeral services. The Council will have no involvement with these individual contracts other than to receive feed-back that the Funeral Director perform the funeral arrangements in accordance with the contract which the Council has with the Funeral Director.

By way of enhancing the system the Council will also arrange with the Funeral Director to put in place a pre-payment system under which residents may pay in advance for funeral services.
