Areas to be covered include but are not limited to: PPM & Reactive on all of M&E, selected fabric, fire, security, CCTV, access and intruder systems, standby power, catering equipment, roller shutters, water hygiene, statutory inspections, PAT, BMS, CAFM, humidifiers, roofs, drains and plumbing, Pest Control, Grounds and Snow and Ice management. Cleaning Services, Sanitary Consumables and Hygiene Services, Vent and Catering Cleans, Internal Waste Collection, Laundry Services, Vending, Security Services and Window Cleaning. Hard and Soft Facilities Management Services across a number of special health board estates. The estates are generally a mix of office, laboratory, blood donor, 24/7 contact centres, warehouse, garage and conference facilities. The properties are highly serviced with a mix of mechanical ventilation, air conditioning and natural ventilation, all have independent heating and ventilation systems, detailed lighting and related services, some of which are controlled through Building Management Systems. Internal and external finishes are generally to a good standard throughout.

Envisaged number of operators: 5
Objective criteria for choosing the limited number of candidates: A pre-qualification questionnaire will be issued to all interested economic operators that respond within the time limit at section IV.3.4) detailing the conditions for participation and the financial, economic and technical information required by the Authority. The responses received by the Authority to the Pre-qualification Questionnaire will be assessed to determine qualification pursuant to Regulation 23 of the Public Contracts (Scotland) Regulations 2012, financial standing and technical capacity as described in the Pre-Qualification Questionnaire. Please note there will be two Pre-Qualification Questionnaires, one covering lot 1 Hard FM Services and one covering lot 2 Soft FM Services. The envisaged number of operators to qualify for the tender stage will be 5 per lot.

Precise information on deadline(s) for lodging appeals: The Authority will notify economic operators who submitted a tender of its decision to make an award of the framework agreement. In respect of unsuccessful economic operators, such notification will contain, amongst other information, a summary of the reasons why the economic operator was unsuccessful. The notification will incorporate a ‘standstill period’ of a minimum of 10 clear calendar days (or a minimum of 15 calendar days if the communication method used is not electronic) between the date on which the Authority despatches the notice and the date on which the Authority proposes to conclude the framework agreement. The bringing of court proceedings against the Authority during the standstill period will automatically continue the prohibition on entering into the framework agreement until the court proceedings are determined, discontinued or disposed of, or the court, by interim order, brings to an end the prohibition. The remedies that may be awarded by the courts before the framework agreement has been entered into include the setting aside of the decision to award the framework agreement to the winning tenderer. The bringing of court proceedings against the Authority after the framework agreement has been entered into will not affect the framework agreement unless grounds for the imposition of special penalties under the Public Contracts (Scotland) Regulations 2012 can be established. Otherwise the remedies that may be awarded by the courts where the framework agreement has been entered into are limited to the award of damages. Economic operators are entitled to write to the Authority after receipt of the notification should they require further clarification. The Authority will respond within 15 days of such a written request, but it should be noted that receipt by the Authority of such request during the standstill period may not prevent the Authority from awarding the framework agreement following the expiry of the standstill period. Where an economic operator is dissatisfied with the Authority’s response to its request for clarification, or considers that the framework agreement has been concluded in breach of the Public Contracts (Scotland) Regulations 2012, such economic operator is advised promptly to seek independent legal advice.
