Prior to the issue of the Tender/Contract Notice the Council is inviting current and potential service providers to participate in a soft market testing exercise. The exercise is designed to canvass market opinion through completion of a questionnaire accessed through code 96JX655PS2 on the proposed approach to a Health and Wellbeing Service for Children Looked After. The survey offers an opportunity to contribute your views to shape this service, please upload your response to the survey before the submission deadline 5pm 1 February 2013. Potential bidders will not be prejudiced by any response or failure to respond to this notice.
SERVICE DESCRIPTION
This service would be an integrated element of the Corporate Parenting Team with clinical governance arrangements in place. This service will undertake all the health care assessments and health plans for children and young people for whom Barnet Council have a duty of care whether they live inside or outside of the borough. As well as ensuring plans are implemented for Children Looked After with robust review mechanisms in place. This service will also provide timely medical information as part of the adoption application process for a placement orders.
Indicative contract value: £492,000 for three years

The publication of this notice does not commit the Council to any particular procurement process to appoint a service provider or to the taking forward of the project.
Potential Service Providers must note that a response through completion of the questionnaire access code reference 96JX655PS2 to this notice does not guarantee an invitation to participate in this or any future procurement that the Council may conduct, nor that the Council will procure any such services or accept any proposals offered.
Please note that this notice has been issued by the Council purely as a notification to potential service providers that the Council is considering procuring this service. Any procurement of advisory services by the Council will be carried out strictly in accordance with the Public Contracts Regulations 2006.
The soft market questionnaire responses are requested for submission by 5pm 1 February 2013
The Council reserves the right to amend the scope of their requirements as described in this prior information notice.
Except for completion of the soft market testing documentation and any associated clarification required, please do not take any further action or contact the above named person at this point as specific details will not be released until the publication of any contract notice and tender documents.
