The contract will be for 5 years with the option to extend at the discretion of NHS England Lancashire subject to satisfactory contractual and financial performance.
The Contracting Authority therefore reserves the right to make future variations to any of the contracts awarded through this procurement process, for example (but not limited to) increasing or decreasing the value of services and/or changing the sites for the services or any other variations required to take account of the Government’s Prison Reform Programme.
Under the Public Services (Social Value) Act 2012, the contracting authority must consider how what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area and how, in conducting the process of procurement, it might act with a view to securing the improvement. Accordingly, the subject matter of the contracts have been scoped to take into account the priorities of the Contracting Authorities relating to ‘economic, social, and environmental well-being’.
It should also be noted that TUPE will apply to this agreement, further information will be made available at the relevant time.
The basic principles of the restricted procurement route will be followed for this procurement to test the capacity, capability and technical competence of Tenderers in accordance with Part B regime of The Public Contracts Regulations 2006 (as amended). Regulation 120 of the Public Contracts Regulations 2015 provides for a temporary exemption for NHS healthcare procurements before 18.4.2016.
