Description of the contract

Leicester City Council is inviting suitably qualified and experienced providers to submit a tender for the provision of Healthy Eating Initiatives. The aim of the service is to ensure delivery of Healthy Eating Initiatives in children’s centres and other early years settings and in schools in Leicester.The services to be procured are: LOT 1: Healthy Eating Initiatives in Children’s Centres and Early Years Settings. LOT 2: Healthy Eating Initiatives in Schools. Leicester City Council is undertaking an open tender process in line with Competitive Contract Notice Part “B” Services. This tender seeks to secure a Service Provider/s for the provision of Healthy Eating Initiatives for Lot 1 and 2 from 1st April 2015 for an initial period of two years, until 31st March 2017, with the possibility to extend for a further +1 year until 31st March 2018 (2+1) subject to satisfactory performance outcomes and agreement by the Council. The value of funding offered for this contract for the contract period (2 years + 1 year) is as follows: LOT 1: Healthy Eating Initiatives in Children’s Centres and Early Years Settings Year 1 £120,000 Year 2 £120,000 Year 3 £120,000 (if the contract is extended)Total value on offer for LOT 1 is £360,000. LOT 2: Healthy Eating Initiatives in Schools Year 1 £125,000 Year 2 £100,000 Year 3 £75,000. Total value on offer for LOT 2 is £300,000. The Total funding offered for the contract is £660,000 (excluding VAT). The Service Provider’s performance shall be measured regularly (in terms of the performance measures identified in the specification) and the Service Provider shall provide accurate and reliable management information to the Council as and when required.It is Council’s preliminary view that TUPE will not apply to Lot 1 Healthy Eating Initiatives in Children’s Centres and Early Years Settings contract and it is the Council’s preliminary view that TUPE may apply to Lot 2 Healthy Eating Initiatives in Schools contract. However, tenderers will need to reach their own conclusion as to whether or not TUPE applies. Applicants are strongly advised to obtain professional advice as to the implications of TUPE regulations and pensions if they are the successful bidder and TUPE regulations apply.
