II.1.5)Short description of the contract or purchase(s):
Royal Mail Group Limited (“RMG”) is seeking to procure Vehicle Tracking and Telemetry goods and services (including associated services) for RMG’s fleet of Heavy Goods Vehicles (“HGV”). RMG’s HGV Fleet requirements are for up to 1 700 tractors and 2 200 trailers. Further information is set out in Section II.2.1.
The framework agreement will have an initial term of 5 years, with the option to extend up to 24 months (possibly in 12 monthly increments) – at RMG’s sole discretion. The contract value and duration stated in section II.3, section II.1.4 and section II.2.1 is based upon the potential maximum framework duration, namely 7 years.
The Framework agreement will include the provision of hardware, software and support services. RMG may, as an alternative to procuring a managed service, seek bids based on other methods that may meet its requirements, for example through outright purchase of the necessary Hardware. RMG will specify in the contract documents the extent to which alternative commercial models will be sought and accepted.

Where a subsidiary company is used, the ultimate parent company may be required to provide a guarantee in respect of the performance of the contract by the subsidiary before acceptance.

1. EOI. Please ensure that you submit an EOI promptly so that your details can be entered in the RMG Electronic Sourcing system (eSourcing). This is a necessary first step in order for you to be able to submit a PQQ.

Important: When completing the form please do so from a windows PC using the latest version of Internet Explorer, or specifically Microsoft Internet Explorer 6 SP2, Microsoft Internet Explorer 7, or Microsoft Internet Explorer 8. If you are unable to complete any fields because of format errors, please complete with a single zero “0” and tab through.
Charts are supported in Adobe Flash format and JPEG. Dashboards are supported only in Flash format. Charts and dashboards in Flash format are supported only on 32-bit Java environment and 32-bit browsers, and are disabled on 64-bit browsers. Important Notes.
6. The contract value stated in sections II.1.4 and II.2.1 is only an estimate. RMG cannot guarantee any level of spend or business through the framework. Spend and volumes may vary throughout the life of the framework from the anticipated levels given in this notice. For the avoidance of doubt RMG reserves the right to procure the goods and/or services within scope of the proposed framework via other means including, but not limited to, in-house delivery.
7. RMG may require suppliers to supplement or clarify the information submitted in the PQQ and may also conduct any necessary checks and/or due diligence to verify the information provided.
8. In no circumstances will RMG be liable for any costs incurred by those expressing an interest in tendering for this contract opportunity.
9. RMG reserves the right to terminate the procurement process (or part of it), not to award any contract, to change the basis of and the procedures for the procurement process at any time, or to procure the contract by alternative means, if it appears that the contract can be more advantageously procured by alternative means.
