A number of incidents have occurred in the last decade that have resulted in the review and development of West Midlands Fire Service (WMFS) operational procedures for dealing with fires in high rise buildings (HRB). Through research and investigation important knowledge has been gained into appropriate firefighting techniques when dealing with HRB fires. Consequently a review of the WMFS procedure was commissioned and identified that improvements can be made to be safer and more efficient in our approach to dealing with fires in HRB.
Provision of a unique High Rise Training Facility would ensure that fire-fighters are well prepared to respond to all incidents including major threats and emergencies and meet our desire to deliver a safe, economic, efficient and effective emergency response by ensuring they can employ the right skills, in the right place at the right time. Acquiring and developing such a facility would put the West Midlands Fire Service in a position to ensure that our fire-fighters are as safe and experienced as they can be when dealing with fires in HRB.
The Authority has a requirement for the supply, delivery, installation and maintenance of a High Rise Training Facility. The installation includes groundwork, obtaining full planning permission and carrying out structural survey of the existing slab to ensure it is suitable and obtaining full Building Regulations approval. The installation is required to be completed by Summer 2013. Maintenance of facility contract five years from completion with option to extend by further 2 years.
The Selection Document will be used to assess the tenderers capability and experience against a minimum required standard. Tenderers who have no fail scores and score a minimum of 60 percent will have their tender carried forward for assessment.
The basis of the award of the tender will be most economically advantageous tender: 50 percent. Price based on whole life costing and 50 percent technical.
