The justification for this is due to the large investment that the framework suppliers will need to put in to complete the works to the high standard that is required, including for depots and equipment.

Lot No: 1 Lot title: Lot 1: Highways Works & Improvements

1)Short description

This is for the provision of Highway Works and Improvements within the city of Brighton and Hove and the county of East Sussex – the bulk of this work will be within Brighton & Hove and generally on the public highway. The services will provide the civil engineering element of highway maintenance works, environmental enhancement projects, traffic management works and traffic signal alterations. This lot of the framework contract will additionally provide for the resurfacing and reconstruction elements of the preventative and structural highway maintenance programme. The supplier may be required to occasionally work off the public highway in the city’s open spaces. The bidders are advised that winter maintenance works will be called off under this Lot requiring provision of resources to supplement the in-house team, as required, to fulfil Brighton & Hove City Council’s winter service plan. Estimated spend per annum with Brighton & Hove City Council and East Sussex County Council will be GBP 4,000,000 and GBP 75,000 respectively – however no guarantee of works can be given.

Lot No: 2 Lot title: Lot 2: Highways Safety Maintenance

1)Short description

This is for the provision of safety maintenance generally on the public highway within the city of Brighton & Hove and the county of East Sussex. The vast majority of work will be within the city of Brighton and Hove.
Works include:
— Safety maintenance such as repairing potholes, small area patching or slabbing, kerbing and guardrails;
— Possible winter maintenance supplementary duties; and
— Provision of an out-of-hours emergency call-out service.
Estimated spend per annum with Brighton & Hove City Council and East Sussex County Council is GBP 1,700,000 and GBP 25,000 respectively – however no guarantee of works can be given.
