Highways Contract incorporating the following:
1. Project Brief including core services
The service is the provision of highway related services including the provision of reactive, cyclic and preventative maintenance on all parts of the highway, public car parks and Central Bedfordshire council (CBC) owned assets or assets that CBC is responsible including carriageways, cycle-ways, foot-ways, rights of way, footpaths, access roads, car parks, gully cleansing and drainage systems, street lighting, signs, road markings, structures, fencing, traffic signals, road restraint systems, tree and grassed areas; vehicle maintenance; transportation/traffic modelling; standby and call out services, out of hours contact centre; together with snow and ice clearance including precautionary treatments; professional services including safety audits, preliminary design, detailed design, site supervision, development management. The service is for seven years plus a potential further seven years. It is envisaged that TUPE will apply to this contract. CBC is a member of the Eastern Highways Alliance and will utilise the framework(s) set up by this body for the delivery of schemes over GBP 250 000, however schemes of up to GBP 1 500 000 may be delivered through this contract where we deem the project suitable and/or we will go out for a spot tender. All named local authorities may utilise the contract for relevant services.
2. The main area of work will be Central Bedfordshire, however this contract will be open to and may be used by members of the Eastern Highways Alliance and this includes the following Borough and County Councils, listed below, plus all neighbouring authorities who are Milton Keynes, Hertfordshire County, Buckinghamshire County and Northamptonshire – note where they are in the Eastern Highways Alliance we have not listed them as they are covered there:
a) Peterborough,
b) Cambridgeshire,
c) Hertfordshire,
d) Essex,
e) Southend,
f) Thurrock,
g) Luton,
h) Bedford,
i) Suffolk,
j) Norfolk.
There will to be a Joining Agreement to allow each local authority to contract directly with our provider, there will be either a minimum fee or % which will be agreed with CBC.
