The primary objectives of the ground investigation framework include but are not limited to:

— investigation and identification of geotechnical hazards,

— providing information for geotechnical and geo-environmental risk assessments necessary for the planning and design submissions including supporting the establishment of the geotechnical design basis for design and construction, and

— providing information for the detailed design and construction.

It will be enabled for use by local authorities in England, that is county councils, district councils, unitary authorities, metropolitan districts and London boroughs.

Suppliers within this framework will cover work nationally across the UK. It is intended that the 3 suppliers on this lot will be allocated to one of the below schemes:

— lower thames crossing,

— A66 North Trans-Pennine and Manchester North West Quadrant (both schemes combined), and

— Oxford to Cambridge Expressway.

The scope of a ground investigation comprises of but is not limited to:

— early contractor involvement (not every ground investigation),

— establishment,

— fieldworks typically comprising intrusive (and sometimes non-intrusive) investigation, in-situ testing, monitoring,

— post fieldworks monitoring,

— laboratory testing (geotechnical and contaminative),

— factual reporting.

Constructionline (https:/constructionline.co.uk/) is the UK Government’s national pre-qualification register for construction contractors and consultants.

Applicants may demonstrate their suitability for a number of aspects in the selection process through providing their registration number for their valid and up-to-date Constructionline account. Contractors or incorporated joint ventures submitting an application should provide their Constructionline registration number. For unincorporated joint ventures submitting an application each member of the group should provide their individual Constructionline registration number. Constructionline members are requested to ensure their profile is valid and up to date for the purposes of this tendering process. Where applicants do not have a Constructionline account, or a valid and up to date Constructionline account, they will have the opportunity to demonstrate their suitability through other means, in accordance with the procurement documents.

III.2.2)Contract performance conditions:

A form of parent company guarantee or another suitable form of security will be required during the term of the contract where the economic and financial standing of the applicant does not meet the required level as stated in the procurement documents.

Applicants may submit tenders for:

— the national lot (Lot 1), or

— the national lot (Lot 1) and one (1) regional lot (Lots 2-4), or

— up to 2 of the (2) of the Regional Lots (Lots 2-4).

The maximum number of lots which a supplier may be awarded is 2 lots.

Applicants wishing to bid as part of a JV are not permitted to:

(a) be members of more than one JV;

(b) apply as a sole applicant in the same lot as a JV of which they are a member;

(c) apply as a sole applicant in the same lot as another partner in a JV of which they are a member;

Expressions of interest must be submitted from the contractor’s registered office address. Each member of a joint venture (JV) must submit a letter from their own registered office confirming all company names in the proposed JV.

The tenderers admitted to the framework will be required to sign Highways England Fair Payment Charter as a condition of acceptance of their tender.

As a supplier/organisation looking to bid for public sector contracts you should be aware tender documentation for contracts over 10 000 GBP will be published on a single website and made available to the public. You should also be aware that if your bid is successful, the resulting contract will be published. The contract offers no guarantee of a minimum amount of work either by value or number of task orders.

Highways England expressly reserves the right:

(i) not to award any contract as a result of this tendering exercise commenced by publication of this notice; and

(ii) to make whatever changes it may see fit to the content and structure of the tendering competition; and in no circumstances will Highways England be liable for any costs incurred by candidates.

Highways England intend to hold a supplier event on 8.8.2019 to give suppliers an overview of the selection questionnaire documents. There will also be an opportunity to ask questions about the documentation.
