Justification for a framework agreement, the duration of which exceeds four years: This contract is for 3 years with an option to extend for a further 2 years. The framework has the option to exceed four years as a stable provider offering is felt to be in the best interests of the patient. In addition, in the event that a provider were to express interest in joining the framework after the the contract were concluded, the commissioner would consider their application in line with the award criteria laid out in the descriptive document.

Midlands and Lancashire CSU on behalf of Birmingham Cross City CCG, Birmingham South Central CCG and Solihull CCG are seeking expressions of interest from suitably qualified providers for Home care placements for Patients Newly Requiring NHS Continuing Healthcare. Providers should note that this is a re-advertisement of the notice originally placed on Supply2Health reference 0AD/14/0014.
It is the intention of the commissioning organisations to establish a framework agreement. The framework agreement will be split into six lots, the first four of which will be lotted on a geographical basis, a full explanation of how this is split is laid out in the Memorandum of Information which will be made available to all parties expressing an interest. The full breakdown of lots is as follows:
— Lot 1 – Home Care for Patients Newly Requiring NHS Continuing Health Care (East Region);
— Lot 2 – Home Care for Patients Newly Requiring NHS Continuing Health Care (West Region);
— Lot 3 – Home Care for Patients Newly Requiring NHS Continuing Health Care (Central Region);
— Lot 4 – Home Care for Patients Newly Requiring NHS Continuing Health Care (North Region);
— Lot 5 – Home Care for Patients Newly Requiring NHS Continuing Health Care for Patients with Particularly Complex Needs;
— Lot 6 – Home Care for Patients Newly Requiring NHS Continuing Health Care for Patients aged under 18.
Interested parties are invited to bid for any or all lots. Each of these lots will include end of life care or palliative care.
The contract will initially be for a period of 3 years with the option to extend for a further 2 years at the sole discretion of the commissioning bodies.

The CSU is seeking expressions of interest by 27th August at 17:00 hrs. This procurement is being run following the restricted process – therefore all parties expressing an interest in this requirement will be invited to submit a pre-qualification questionnaire. Following the receipt of expressions of interest, the PQQ and supporting documents will be made available to interested parties. For the avoidance of doubt, completed PQQs must also be submitted by 27th August at 17:00 hrs. PQQs and/or expressions of interest received after 27th August at 17:00 hrs shall not be accepted. Expressions of interest and PQQs should be submitted via the Bravo e-tendering system https://cmcsu.BRAVOsolution.co.uk.

It is anticipated that once the framework is in place, the majority of CHC Home Care placements in the Birmingham and Solihull area will be made through its utilisation. It is expected that call-offs on lots 1-4 shall be made by the utilisation of a rota system, a draft of which shall be made available to those organisations who express an interest. For lots 5 and 6, it is anticipated that call-off will be made via mini-competition. The general methodology for call-off and the conduct of mini-competitions will be made available at Invitation to Tender stage, although some information in this regard will be contained within the Memorandum of Information which shall be made available to all organisations expressing an interest.
