Bolton Council (“the Council”) is seeking tenders from suitably qualified and experienced contractors to be included on a framework agreement to provide transport for children and young adults with special educational needs between home and schools/colleges both within and out of the Metropolitan Borough of Bolton. This home to school transport service is sub-divided into a number of journey schedules to be let upon the terms and conditions set out and referred to within the tender document.

Precise information on deadline(s) for lodging appeals: The Borough Council of Bolton will incorporate a minimum 10 calendar day standstill period at the point information on the award is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing & that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information is available as dictated in I.1.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No. 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court. Any such action must be brought promptly (generally within 3 months).
