Portsmouth City Council, ‘the Authority’, is inviting tenders from suitably qualified organisations to deliver a homeless families hostel support service with 24 hour Cover with waking night (plus provision for night cover if required).
The Authority is aiming to have awarded the contract by 23rd October and commenced the contract by 1.2.2016.
The approximate annual cost of the contract is 270 000 GBP.
Contract Term: The contract period will be for 2 years with the option to extend for a further period of 3 years in increments to be agreed to a total maximum term of 5 years subject to agreement and performance of both parties.

This service provides housing related and parenting support to vulnerable families at risk of homelessness, with the overall aim of increasing independence and the ability to move-on to lower supported or independent accommodation, addressing the behaviours and issues which led to these risks in the first instance.
The service will: provide support focussed on better managing service users’ mental health and substance misuse problems, as well as their physical health and well-being; help avoid harm from and to others as well as themselves; help avoid harm from and to others as well as themselves; help compliance with any statutory orders related to offending behaviour; help maintain tenancy; ensuring children’s wellbeing and engagement with education and support; help communication and financial management issues and where possible aid individuals with gaining access to work and/or training.
The contract period will be for 2 years with the option to extend for a further period of 3 years in increments to be agreed to a total maximum term of 5 years subject to agreement and performance of both parties.
