The East Sussex Procurement Hub on behalf of the local authorities of Rother and Hastings in partnership with East Sussex County Council Adult Social Care, is commissioning a Housing Adaptations Support Service to provide technical support to disabled occupants. This will enable them to have all the necessary information about whether or not their property is adaptable or if alternative housing options need to be considered and if appropriate to assist them in applying to the respective local authority for a Disabled Facilities Grant and support them whilst their home is being adapted.
It is the intention of the Commissioning Authorities that one Service Provider will be appointed and awarded a contract to provide the service in Rother and Hastings. It is intended that the successful tenderer will commence provision of the service on 1st April 2015.
The contract is for a four year period and may be extended for two further one year periods (six years in total) subject to the service review and future funding allocations.
Estimated annual value for the contract is 180,000 GBP subject to budget constraints.
Estimated value excluding VAT: 1 100 000 GBP

The East Sussex Procurement Hub is a shared service hosted by Wealden District Council on behalf of Rother District Council and Hastings Borough Council, requests for information and to participate will be handled by the East Sussex Procurement Hub on behalf of the lead authority (Rother).

Precise information on deadline(s) for lodging appeals: Rother District Council will incorporate a minimum 10 calendar days standstill at the point information on the decision to award the contract is communicated to tenderers.
This decision notice will incorporate the award criteria, the reasons for the decision, the reasons (if any) why a tenderer did not meet any technical specification, the identity of the successful tenderer(s) and a precise statement of when the standstill period is expected to end. Any appeal or challenge against the award decision must be communicated to the address stated within the standstill period. If an appeal or challenge regarding the decision to award the contract has not been successfully resolved the Public Contracts Regulations 2006(as amended) provide for aggrieved parties who have suffered harm or are at risk of harm by a breach of the procurement rules to take action in the High Court (England Wales and Northern Ireland). Any such action must be brought within 3 months (NB this time limit may be reduced to 30 days in circumstances where the contract award has been publicised to all participants in accordance with the Regulations). Where a legal challenge is launched against the award decision Rother District Council is obliged to suspend the making of the contract. Where a challenge is made after the contract has been entered into then that contract could be declared ineffective and/or shortened and/or a fine imposed by the court, but only where the court are satisfied that there has been a serious breach of the procurement rules.
