II.2.1)Total quantity or scope:
The contract will fund a block of up to 342 hours per week which the provider will utilise to provide housing related support for up to fifty seven individuals in properties, managed by local RSLs. In addition the service will deliver floating support to a minimum of twenty individuals. The contract is for three years with an option to extend for two periods of twelve months to a maximum contract duration of five years. The start date is February 10th 2013.

III.1.1)Deposits and guarantees required:
The contracting authority reserves the right to require deposits, guarantees, bonds or other forms of appropriate security. Grouped or consortia bidders will be required to be jointly and severally liable to the contracting authority. The contracting authority reserves the right to require a separate SPV to be formed prior to entering into a contract.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Information and formalities necessary for evaluating if the requirements are met:
(a) a list of the works carried out over the past five years, accompanied by certificates of satisfactory execution for the most important works. These certificates shall indicate the value, date and site of the works and shall specify whether they were carried out according to the rules of the trade and properly completed. Where appropriate, the competent authority shall submit these certificates to the contracting authority direct
(b) a list of the principal deliveries effected or the main services provided in the past three years, with the sums, dates and recipients, whether public or private, involved. Evidence of delivery and services provided shall be given: – where the recipient was a contracting authority, in the form of certificates issued or countersigned by the competent authority, – where the recipient was a private purchaser, by the purchaser’s certification or, failing this, simply by a declaration by the economic operator
(c) an indication of the technicians or technical bodies involved, whether or not belonging directly to the economic operator’s undertaking, especially those responsible for quality control and, in the case of public works contracts, those upon whom the contractor can call in order to carry out the work
(d) A description of the technical facilities and measures used by the supplier or service provider for ensuring quality and the undertaking’s study and research facilities
(e) Where the products or services to be supplied are complex or, exceptionally, are required for a special purpose, a check carried out by the contracting authorities or on their behalf by a competent official body of the country in which the supplier or service provider is established, subject to that body’s agreement, on the production capacities of the supplier or the technical capacity of the service provider and, if necessary, on the means of study and research which are available to it and the quality control measures it will operate

Precise information on deadline(s) for lodging appeals: Lodging of appeals: In accordance with Regulation 32 (information about contract award procedures and the application of the standstill period prior to contract award) and Regulation 47 (Enforcement of Obligations) of the Public Contracts Regulations 2006 the contracting authority will incorporate at least a 10 calendar day standstill period after the contract award decision is taken but before contracts are signed. At that time information on the bids and the award of the contract will be communicated to bidders. This period allows unsuccessful bidders to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from the publication of the contract award decision to request additional debriefing information, and that information must be provided a minimum of three working days before expiry of the standstill period. Such additional information should requested from the addressee in section I.1. In an appeal regarding the award of a contract have not been successfully resolved, the Public Contracts Regulation 2006 (SI 2006 No5) provide for aggrieved parties who have been harmed or are at risk from harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action is subject to requirements of prior notice, must be brought promptly and, in any event, within three months. The Court may order the setting aside of the award decision, under narrow circumstances may impose additional fines, order the contracting authority to amend any document and/or may award damages. the purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
