The Fund currently has separate contracts for payroll services and HR recruitment services; rather than an integrated solution. The existing arrangements are due to expire in the next 12 months and the Fund wishes to consider the solutions the market may offer in terms of a combined or separate solution and the level of service offered (fully managed, semi-managed etc.). The intention of this PIN is to engage in a market testing exercise in order to ensure that the process being undertaken and the options ultimately developed for any subsequent procurement are properly informed. The Fund is seeking expressions of interest in response to this market testing exercise. Expressions received by 12 noon on 31 August will be considered. Suppliers expressing an interest should review the additional information document available at the following link and complete and return the short questionnaire before 31 August. This document is available to download from http://www.biglotteryfund.org.uk/index/about-uk/procurement_portal.htm.
Following receipt of responses, the Fund may invite interested parties to meet with them and discuss their views and/or hold a supplier event.
The PIN does not constitute any commitment by the Fund to undertake a public procurement exercise in the future. Should the Fund decide to carry out a procurement then interested parties will not be prejudiced by any response or failure to respond to this soft market testing and an open and transparent process will be carried out in accordance with the EU Procurement rules at that time; ensuring equal treatment for all.
The Fund is not liable for any costs, expenses or fees incurred by suppliers as a result of their participation in this market testing exercise.
