This framework opportunity is split into 8 separate lots as follows:
Lot 1 – Facilitation of team management and leadership sessions: This will include interpreting particular local needs, session planning and utilising relevant theories, models or practice to support impactful and insightful results (facilitation) during team development and leadership development sessions of the Fund.
We estimate we will appoint a maximum of 6 service providers under this Lot.
Lot 2 – Coaching: This will include specific situational support, executive coaching, prospective or new manager support, coaching supervision etc.
We estimate we will appoint a maximum of 8 service providers under this Lot.
Lot 3 – Management and Leadership Development Support.
This will include delivery of management and leadership development support services including change management.
We estimate we will appoint a maximum of 5 service providers under this Lot.
Lot 4 – Personal Development Support.
This will include delivery of personal development support including behavioural development and personal skills development such as networking, communication, decision making, stress management, wellbeing and critical thinking.
We estimate we will appoint a maximum of 5 service providers under this lot.
Lot 5 – IT skills training.
This will include delivery of IT skills training for the Fund’s staff, such as Microsoft Office and other commonly used IT software. Training will need to cover different levels of capability, i.e. beginner, intermediate and advanced.
We estimate we will appoint a maximum of 3 service providers under this lot.
Lot 6 – Project Management training.
This will include delivery of project management training for the Fund’s staff on an accredited basis, e.g. Prince2 as well as project management principles.
We estimate we will appoint a maximum of 3 service providers under this lot.
Lot 7 – Risk Management training.
This will include delivery of risk management training for the Fund’s staff.
We estimate we will appoint a maximum of 3 providers under this Lot.
Lot 8 – Mediation: This will include support in the resolution of issues between colleagues or teams and provision of other mediation activities tailored to the specific situational needs of the Fund. We estimate we will appoint a maximum of 5 service providers under this Lot.

The estimated value of the extension is GBP 150,000 (including VAT and expenses) for all lots. The total value of all 8 lots over the term of the Framework Agreement any extension period is estimated to be GBP 600,000 including VAT and expenses.

III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

Joint and several liability. Should the successful tenderer be a consortium of organisations, the Contracting Authority reserves the right to require a successful consortium to form a single entity. The Contracting Authority will require the lead partner to be responsible for completing the Framework Agreement on behalf of the consortium and enter into a contract with the Contracting Authority. Other consortium members will be required to enter into back to back agreements with consortium members.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: 1) Bidders must confirm if the circumstances as set out in parts 4 and 5 of Regulation 23 of the Public Contracts Regulations 2006 (as amended) apply. Bidders will fail if any of the circumstances apply and will be excluded from the procurement process.

Minimum level(s) of standards possibly required: (1) Bidders are required to have adequate financial standing to perform the services that may be ordered without putting the Authority at risk. The financial ability of bidders will be assessed before their tender is evaluated as follows:
In order for us to carry out this assessment please provide copies of your last two year’s audited accounts and annual reports to include:
— Balance Sheet;
— Profit & Loss Account and Cost of Sales;
— Full notes to the accounts;
— Director’s report/auditor’s report.
If you are unable to submit the information requested above because your organisation is below the threshold for which audited accounts are required, please submit the following documents instead:
— Balance Sheet;
— Profit and Loss Statement.
Failure to achieve this minimum requirement and pass the financial assessment shall result in the bidder being excluded from further participation in the tender competition.
2) Minimum levels of insurance required: Bidders must have Professional Risk Indemnity Insurance and Public Liability insurance of at least GBP 1 million and Employer’s Liability insurance of at least GBP 5 million or provide evidence that they will be in a position to obtain this level of insurance. Failure to confirm this insurance is in place or produce evidence that it is obtainable will result in the bidder being excluded from further participation in the tender competition.
