Description of the goods or services required

In April this year, Oxfam launched its Humankind Index for Scotland. This has received wide-spread attention and support amongst civil society. But the Humankind Index is only useful when it shapes policy decisions.

So to enable policy makers to ascertain the impact of various policy proposals on Scotland’s collective prosperity, Oxfam, supported by Carnegie United Kingdom Trust, wants to create, test, refine, launch and disseminate an online Humankind Policy Screening Tool that policy makers, including local government and businesses (and others scrutinising political decisions) can use to determine the extent to which a proposed policy will contribute to the Humankind Index priorities. It will illuminate associated trade-offs inherent in complex decisions and highlight areas where policy makers need to devote more resources to mitigate negative impact or broaden positive impact. Oxfam has already prepared the basic principles and criteria for this Tool – it now requires construction, design, testing, launch and dissemination. In addition, in order to make the Humankind Policy Screening Tool widely used we require that the website interface is accompanied by a mobile-optimised website that can be used on i-Phones and android phones. This will enable rapid input and headline results, referring the user to the more detailed website.
