About the Legal Aid Agency The Legal Aid Agency is an executive agency of the Ministry of Justice. It is responsible for the administration and stewardship of the legal aid fund. The core business of the organisation is securing fair access to justice, by procuring services from the legal profession on behalf of members of the public who would not otherwise have the means to access legal representation. Context and Strategic Drivers The Agency has recently completed rollout of a new application, CCMS, to manage the administration of civil legal aid. Its consists of a web-based interface through which legal aid providers (i.e. solicitors and counsel) are able to submit applications for legal aid on behalf of their clients; and a case management system, used by internal staff. It also handles a number of business critical back-office functions: making payments (to both civil and criminal providers); managing debts accrued by clients and providers; preparation of management and financial accounts; and exercising financial control over the £2bn a year legal aid fund. The solution has been made available to all providers that have a contract with the LAA to provide civil legal aid. It has been / is being delivered against a backdrop of legal aid reforms that reduce the scope and availability of civil legal aid and, therefore, a significant revenue stream for parts of the legal profession. The system has received a mixed reaction from the providers.
