North Lanarkshire Council wishes to establish a new contract with a service provider for its Information, Communication and Technology ‘ICT’ service delivery.
The Council has a Service Delivery arrangement which ends on 31.12.2016 and we are now in the process of procuring a new flexible Service Delivery contract. It is anticipated that the contract would commence on 1.7.2017 to begin transition and ensure organisational readiness for full service delivery commencement date of 1.1.2017.
The role of the service provider is to assume responsibility for the Council’s ICT support services and to develop those services in order to meet the Council’s ICT service requirements over the term of the appointment. It is essential that the new contract includes sufficient flexibility to amend the scope of services delivered within the contract to future proof service provision in a fast moving market. The scope of these services may expand or contract. This contract will supplement existing in-house ICT staff, who are responsible corporately for identifying and developing new technologies and strategies for the Council and delivering continuous improvement in service delivery and supporting the Council change and transformation agendas.
As such the nature of the contract to be procured, the volume of services to be provided, the method by which those services are delivered and the specific type of services to be delivered may change over the lifetime of the contract. The extent of any scope change cannot be specified at this time and could range from individual technical streams to a major structural review of how ICT is supported in the council. The service provider may also be required to participate in the transformation of the Council business and provide change management services in connection with the delivery of the ICT enabled services.
It is anticipated that the Council shall procure its future requirements from the service provider meaning that that the contract to be established must be able to adjust to the Council’s developing requirements over time. The Council wishes to procure a service provider that it can work with over the duration of the contract to develop innovative solutions to its requirements and that can offer financial savings.

II.2.1)Total quantity or scope:

The services to be provided under the new contract includes: Service Management; End user Computing; Network Services; Infrastructure Services but is not limited to these. Additional background information for each category is and will be provided in the PQQ and ITT. The Council is expressly looking for a solution to its ICT service provision which is sufficiently flexible and scalable so as to provide a long-term resolution that offers significant future-proofing.
Contract Period — 5 years with the option to extend for 2, 1 year periods. This is in addition to the 6 month transition period following contract award expected circa 1.7.2016 for a full service delivery commencement date of 1.1.2017.
Estimated value excluding VAT:
Range: between 12 000 000 and 32 000 000 GBP

Description of these options: The contract duration will be from 1.7.2016 to 31.12.2021. Full service delivery commencement date is 1.1.2017. The Council reserves the right to extend this for a period of 2, 1 year extension periods until 31.12.2023
The Council reserves the right to procure repeat requirements of a similar nature without any further call for competition pursuant to Article 31(4)(b) of Directive 2004/18/EC and Regulation 14(1)(d)(ii) of the Public Contracts (Scotland) Regulations 2012.

The successful contractor and its supply chain will be required to actively participate in the achievement of social, environmental and/or sustainability policy objectives relating to local regeneration, social and economic growth, recruitment, employment and training and supply chain initiatives. Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
