The DFID Water, Sanitation and Hygiene (WASH) Policy team is commissioning a programme of operational research and expressions of interest are sought from experienced research organisations and consortiums with a track record of high quality research to deliver this programme. The objectives are:
1) to investigate how DFID-funded WASH programmes can be made more sustainable, cost-effective and efficient; and,
2) update regional assessments of the operational sustainability of WASH services in Africa and South Asia. The first objective will involve inter-disciplinary research, including economics, engineering, social development, natural resources and public health. The research will be linked to implementation programmes funded by DFID through a variety of means including country and global programmes. Strong linkages will need to be made between researcher and programme implementers. The second objective will require analysis of existing data and primary data collection through surveys. Surveys must produce statistically representative and valid data with robust and credible findings. Surveys should cover all installed WASH services and not just those funded by DFID. It is anticipated that the research will last for 24 months with the possibility of a 12 month extension subject to satisfactory perfomance of the supplier, ongoing programme needs and availability of funding. It will be the responsibility of the research team to obtain all necessary ethical and other approvals.

The contract will be goverened by English Law. All prices must be quoted in GBP and all payments under the contract will be made in GBP. DFID reserves the right to annul the process and not award the contract. DFID does not provide advance funding therefore suppliers will be required to pre-finance all programme activities before claiming reimbursement in arrears.

Additional information: Expressions of interest should be submitted via the DFID portal https://supplierportal.gov.uk/selfservice/ using the PQQ guidance available. Draft Terms of reference and background documents can also be found at this website address. DFID programme staff should not be contacted directly. Following an assessment of expressions of interest, DFID will invite short-listed applicants to submit full technical and commercial proposals. Prices are not required at EOI stage. When required, prices must be in Sterling and all payments under the contract will be made in sterling. The contract will be goverened by English law. DFID reserves the right to annul the tendering process and not award the contract. From /4/2001 all UK development assisstance has been fully untied which allows suppliers from anywhere in the world to bid for DFID contracts. Where circumstances require further extensions beyond the original contract duration/agreed extensions DFID will consider doing so by means of the negotiated procedure where neccesary conditions are met. If required, the initial contract of upto 24 months might be extended for a further 12 months subject to satisfactory perfomance of the supplier, on going programme needs and availability of funding.
