Complete an assessment of current business planning and policy proposals to achieve financial and operational stability for the Adults element of the Directorate Budget.  To determine any additional activities that could contribute towards achieving further efficiencies that will support delivering not only the current year’s budget but will contribute towards Budget Setting activity for 2013/14 onwards..
Independent Review of Adult Services and Fees within Cheshire East Borough Council
To evaluate Fees currently paid for the commissioning of services by individuals or directly by the Council to meet assessed needs.  To review Fee sustainability in the following areas:
Ø  Residential and Nursing Care (including establishing and updating information on the elements that make up the unique standard cost of care that will support the Council in its negotiations with provider 2012/13 and later years)
Ø  Supported Living Provision Support Costs
Ø  Direct Payment
Ø  Domiciliary Care Provision Support Costs
To develop Quality Frameworks for the following provision:
Ø  Residential and Nursing Care
Ø  Supported Living
Ø  Domiciliary Care
To inform the investment and incentivisation strategy across accommodation and community services for Adults and advise on the period of the Quality Framework term.
